On September 4, 2020, the Ministry of Education and Training of Vietnam issued Circular 28/2020/TT-BGDDT promulgating the Charter of Primary Schools in Vietnam.

The regulations issued with Circular 28/2020/TT-BGDDT specifically define 11 duties and powers of primary schools as follows:
Publicize the objectives, educational programs, plans, conditions to ensure the quality of education, results of evaluation, and education quality accreditation; organize teaching, learning, and educational activities to achieve the quality that meets the objectives and requirements as per the primary education program issued by the Ministry of Education and Training.
Implement compulsory education, popularize education, and eradicate illiteracy in the area. Mobilize children to attend school at the right age, encourage and create conditions for children with special circumstances to attend school. Sponsor and manage educational activities of other educational institutions implementing the primary education program as assigned by the competent authorities.
Develop the strategy and development plan for the school according to the regulations of the Ministry of Education and Training, in connection with the local socio-economic conditions; develop educational activity plans to meet the goals and requirements of the primary education program.
Implement the primary education program issued by the Ministry of Education and Training of Vietnam; choose textbooks according to the regulations of the Ministry of Education and Training of Vietnam; implement textbooks and educational content of the locality as decided by the People’s Committees of the provinces and centrally run cities (hereinafter referred to as provincial People’s Committees); carry out professional autonomy in organizing educational activities at primary schools.
Conduct self-evaluation and ensure education quality as per regulations.
Manage staff, teachers, employees, and students.
Manage and use land, finances, and school property in accordance with the law in Vietnam.
Closely coordinate with the parents or guardians of students, organizations, and individuals in the community to carry out educational activities. Organize for teachers, workers, and students to participate in social activities at the local level.
Build a cultural and educational environment in the school, participate in building a cultural and educational environment in the locality.
Receive sponsorships and aid from agencies, organizations, and individuals for the school in accordance with the law.
Perform other duties and powers as per the law.
