The Hanoi People's Committee issued Decision 37/2024/QD-UBND on the Regulations on reviewing and recognizing commemorative projects for major holidays of the Capital and Vietnam.

According to Decision 37/2024/QD-UBND, the recognition of commemorative projects for major holidays is a form of acknowledgement and appreciation by the People's Committee of Hanoi; departments, boards, and sectors; the Fatherland Front and political-social organizations of the City; agencies and units under the City; People's Committees of districts, towns, and municipalities; and governing bodies located within the City for organizations and individuals in their efforts to implement exemplary projects and products of political, socio-economic, historical, cultural, and defense-security significance for the capital city. These projects should be completed on the occasion of major holidays or during significant political events in the capital and the country.

Principles for evaluating, recognizing, and rewarding commemorative projects for major holidays of the capital and Vietnam

- Ensuring accuracy, transparency, fairness, and timeliness.

- Only evaluating and recognizing commemorative projects for major holidays that are exemplary and have political, socio-economic, historical, cultural, defense-security significance, or special effects on the City and its departments, localities, and units.

- Proposed commemorative projects for major holidays must be completed on the occasion of major holidays or significant events in the capital city, the country, or the localities and units.

- Based on the scale, significance, and scope of influence of the projects, the City will consider their recognition, or the relevant authorities, departments, and localities within the City will consider the recognition of commemorative projects for major holidays.

- Each project can only be evaluated and recognized at one level.

Criteria for evaluating and recognizing commemorative projects for major holidays of the capital and Vietnam 

Recognition of commemorative projects for major holidays in the capital and the country requires the projects to meet the following criteria:

- Compliance with state regulations in the field of project management and ensuring legal documents as required.

- Completion of 100% of the project's scope and tasks; ensuring progress, quality, techniques, aesthetics, investment efficiency, and environmental protection.

The project must be approved by the competent authority for acceptance, handover, and putting into operation according to regulations.

- Ensuring security and safety during the implementation of the project, and preventing serious occupational accidents.

Commendation for collective and individual with achievements in project implementation in Vietnam 

- For collectives: actively participating in organizing and implementing the project, and meeting the following criteria:

+ Maintaining internal solidarity and complying with the Party's directions and state policies and laws.

+ Achieving exemplary results in organizing and implementing the project, contributing to shortening the timeframe (at least 5% of the planned schedule) and saving costs (5% or more of the budget estimate).

- For individuals: directly participating in the project implementation and meeting the following criteria:

+ Complying with the Party's directions and state policies and laws.

+ Achieving exemplary results, providing technical solutions and innovations, using construction methods, contributing to improving the quality of the project, increasing labor productivity, shortening the timeframe, and saving costs.
