On December 27, 2024, the General Director of Vietnam Social Security issued Decision 2131/QD-BHXH regarding the Regulations on the Operation of the Vietnam Social Security Electronic Portal.

These regulations stipulate the activities of providing information, online public services, and the operational management of the Vietnam Social Security Electronic Portal, whose Internet addresses are https://baohiemxahoi.gov.vn for the Vietnamese version, and https://vss.gov.vn for the English version.

The Vietnam Social Security Electronic Portal (abbreviated as the Electronic Portal) has its English transaction name as the Vietnam Social Security Portal and is the only access point for Vietnam Social Security on the Internet. It links, integrates information channels, services, and applications of the Vietnam Social Security sector, providing information and utilities for users through a unified interface and method.

Purposes and requirements of the Electronic Portal:

- The Electronic Portal of Vietnam Social Security is the official and centralized information channel of the Vietnam Social Security authority in the online environment; it disseminates the policies and guidelines of the Communist Party and State laws regarding social insurance, health insurance, and unemployment insurance; regulatory documents, guidelines from Vietnam Social Security, and other related documents concerning social welfare.

- The operation of the Vietnam Social Security Electronic Portal ensures compliance with legal regulations on the exploitation and use of electronic information in the online environment, state secrets, intellectual property, and journalism and publishing laws.

Basic support functions of the Electronic Portal:

- Support search, consultation, resolution, linking, and information storage

+ Support in search, consultation, resolution of reader inquiries about policies, social insurance, health insurance, unemployment insurance; receive and process feedback and suggestions regarding the Vietnam Social Security sector's areas.

+ Establish a channel for providing and exchanging online public services of the Vietnam Social Security sector; actively support administrative reform, facilitate transactions between citizens, and labor units with the Social Insurance agency.

+ Provide comprehensive, accurate links to the social insurance electronic portals of provinces and other related state agencies.

+ Offer printing and storage functions for each news item or article.

- Provide information in English.

Prohibited acts when participating in the provision, exploitation, and use of information on the Electronic Portal:

- Exploiting the Electronic Portal for purposes

+ Opposing the State, endangering national security, social order, and safety. Disseminating incorrect policies on social insurance, health insurance, unemployment insurance, causing loss of trust and concern among participants in social insurance, health insurance, unemployment insurance.

+ Disclosure of state secrets, secrets of the Vietnam Social Security sector, and other secrets as prescribed by law.

+ Disseminating distorted information, defamation, or damage to the reputation of an organization, dignity of an individual.

- Disrupt, sabotage equipment systems, and obstruct the management, provision, and use of services and information on the Electronic Portal.

- Other acts contrary to the provisions of the law.
