Regulation on the Assessment of A-class mining reserves in Vietnam under Circular 52/2014/TT-BTNMT

Recently, the Ministry of Natural Resources and Environment issued Circular 52/2014/TT-BTNMT on the classification and grading of mineral water and natural hot water resources in Vietnam.

Circular 52/2014/TT-BTNMT stipulates the requirements for the assessment of geology, hydrogeology, water quality, and water reserves of A-class mining reserves in Vietnamas follows:

1. Requirements for the assessment of geology, hydrogeology:

- Clearly identify the geological structure of the mineral water-containing layer, the distribution and thickness of the confining layers, the hydrogeological role of fault destruction zones;

- Determine the pressure value of the water-containing layers; the supply conditions of the water-containing layer and the recovery capacity of the exploitation reserves;

- Identify the boundaries of the water-containing layers, the position of water reservoirs and surface flows, the degree of hydraulic relation between them and mineral water, hot water; the distribution of mineral water, hot water discharge areas on maps and cross-sections, in the case of simple mines, including the position of supply areas;

- Define the relationship between the water-containing layer and the above and below layers; the hydraulic relationship between mineral water, hot water and water of other water-containing layers and surface water;

- Observe the water dynamics for at least five (05) hydrological years;

- Identify the sources forming the exploitation reserves and quantitatively assess those sources.

2. Requirements for the assessment of water quality:

Water quality must be sampled and accurately and comprehensively analyzed against all criteria of chemical, physical, biological, and radioactive composition; the analysis and evaluation results must clearly identify the stability of water quality over time within permissible limits; deviations of indexes of chemical, physical, biological, and radioactive components must not exceed ten percent (10%) compared to the average value of three initial sample analysis results at the exploration stage and have been inspected and controlled by competent state authorities regarding these indexes.

3. Requirements for the assessment of water reserves:

- A-class mining reserves are calculated and determined within the scope of exploitation works and equal to the total actual flow of exploitation boreholes;

- A-class mining reserves are determined by the minimum daily flow of water outcrops according to observation data over many years (at least five (05) years), if exploited by a free-flowing works or according to the average flow of those veins.
