Regulation on Evaluation and Scoring Methods in Vietnam according to Circular 12/2017/TT-BGDDT

Circular 12/2017/TT-BGDDT, issued on May 19, 2017, regulates quality assessment of higher education institutions. This Circular specifically stipulates the evaluation methods as well as the scoring methods for quality assessment of higher education institutions in Vietnam.

1. Evaluation Method

The criteria of the quality assessment standards for educational institutions in Vietnam stipulated in Chapter II of the Regulations issued with Circular 12/2017/TT-BGDDT are evaluated on a 7-level scale (corresponding to 7 points) as follows:

Level 1. Does not meet the criterion requirements: Quality assurance activities to meet the criterion requirements are not conducted. There are no plans, documents, evidence, or available results. Immediate quality improvement is needed.

Level 2. Fails to meet the criterion requirements, significant quality improvements are needed: The quality assurance work for areas that need improvement to meet the criterion requirements is still in the planning stage or does not meet the requirements. There are few documents or evidence. Quality assurance activities are minimally conducted or are ineffective.

Level 3. Fails to meet the criterion requirements but can meet them with minor improvements: Quality assurance activities to meet the criterion requirements have been identified and implemented but require minor improvements to fully meet the criterion requirements. There are documents, but no clear evidence showing they are fully utilized and implemented. Quality assurance activities are inconsistent or have limited results.

Level 4. Fully meets the criterion requirements: Complete quality assurance activities are conducted to meet the criterion requirements. There is evidence indicating full implementation. Quality assurance activities yield expected results.

Level 5. Exceeds the criterion requirements: Quality assurance activities meet the criterion requirements more effectively. There is evidence showing effective implementation. Quality assurance activities yield good results and demonstrate a positive improvement trend.

Level 6. Performs well as a national model: Quality assurance activities to meet the criterion requirements are considered the best national model. There is evidence showing effective implementation. Quality assurance activities yield very good results and demonstrate a very positive improvement trend.

Level 7. Excellent performance, reaching the level of leading educational institutions worldwide: Quality assurance activities to meet the criterion requirements are considered excellent, reaching the level of the world's leading educational institutions or serving as a top model for other educational institutions globally. There is evidence showing innovative implementation. Quality assurance activities yield excellent results and demonstrate an outstanding improvement trend.

2. Scoring Method

- The score for each criterion is an integer corresponding to the levels defined above;

- The score for each standard is the average of the scores of the criteria within that standard, rounded to two decimal places;

- The average score of the standards in each section of Chapter II of the Regulations is the average of the standards in that section, rounded to two decimal places.
