Regulation on Coordination between Vietnam Social Security and Vietnam Elderly Association​ for the 2024-2025 Period

The Regulation on Coordination between Vietnam Social Security and the Vietnam Elderly Association for the 2024-2025 period was issued on August 21, 2024, to enhance responsibilities and coordination between the two units in implementing policies and laws on social insurance and health insurance. This regulation aims to effectively implement social insurance and health insurance policies, ensuring the legitimate and legal rights of participants, especially the elderly, to access and enjoy social insurance and health insurance policies.

The coordination contents between Vietnam Social Security and the Vietnam Elderly Association for the 2024-2025 period, as stipulated in Regulation 2840/QCPH-BHXH-HVietnam Elderly Association dated August 21, 2024, include:

(1) Coordination in researching and proposing improvements to social insurance and health insurance policies for the elderly

The Vietnam Elderly Association cooperates with Vietnam Social Security to organize: (1) Conferences, seminars, discussions, dialogues, surveys, and solicit opinions from officials and members of the Elderly Association; the elderly; and members of the Intergenerational Self-Help Club. (2) Evaluate the needs and desires of the elderly regarding social insurance and health insurance policies.

The Vietnam Elderly Association proactively informs Vietnam Social Security of any difficulties or inadequacies in implementing social insurance and health insurance policies for the elderly, so that they can promptly suggest and propose amendments and improvements to relevant authorities, ensuring that social insurance and health insurance policies are appropriate and comprehensive.

(2) Coordination in implementing social insurance, health insurance policies, and protecting the rights and interests of the elderly, members of the Elderly Association, and members of Intergenerational Self-Help Club while participating in and benefiting from social insurance and health insurance policies

Vietnam Social Security directs provincial and municipal social insurance agencies to implement social insurance and health insurance policies in accordance with the law, ensuring the legitimate rights and interests of the elderly and members of the Elderly Association, and members of Intergenerational Self-Help Club.

The Vietnam Elderly Association is responsible for directing all levels of the Association: (1) To implement and monitor the enforcement of social insurance and health insurance policies and laws for officials, members of the Elderly Association; the elderly; and members of Intergenerational Self-Help Club. (2) To propose solutions for resolving social insurance and health insurance policy issues, ensuring that the rights and interests of the elderly, members of the Elderly Association, and members of Intergenerational Self-Help Club are appropriate and legitimate.

(3) Coordination in information dissemination and awareness-raising for members of the Elderly Association about the Party's directives, State policies, and laws on social insurance and health insurance

Vietnam Social Security takes the lead in cooperating with the Vietnam Elderly Association to develop plans, uniform content, and forms of communication regarding social insurance and health insurance policies and laws, tailored to specific regions and groups of the elderly.

(4) Coordination in building and expanding communication and advocacy models with the theme “Preparing for successful aging for all ages - Joining social insurance and health insurance for a healthy and comfortable old age” within Intergenerational Self-Help Club activities

The Vietnam Elderly Association leads in building and expanding communication and advocacy models with the theme “Preparing for successful aging for all ages - Joining social insurance and health insurance for a healthy and comfortable old age” within Intergenerational Self-Help Club activities. This model aims to raise awareness about the significance and importance of social insurance and health insurance policies, enhancing the roles and responsibilities of each Intergenerational Self-Help Club member in communication and advocacy efforts, encouraging their relatives to participate in voluntary social insurance and health insurance.

(5) Advocacy for organizations and individuals to support the elderly and members of the Elderly Association, and Intergenerational Self-Help Club members in difficult circumstances to join health insurance and voluntary social insurance

The Vietnam Elderly Association leads in cooperation with Vietnam Social Security to review and tally the number of elderly, Elderly Association members who have not yet joined health insurance, and Intergenerational Self-Help Club members who have not yet joined health insurance and social insurance. They will conduct communication and advocacy efforts among the elderly, members, and other individuals to join health insurance and voluntary social insurance; identify groups in difficult circumstances to campaign for the donation of health insurance cards and social insurance books.

(6) Coordination in resolving complaints, denunciations, and petitions regarding social insurance and health insurance

Resolving complaints, denunciations, and petitions regarding social insurance and health insurance is conducted in accordance with the Law on Complaints, the Law on Denunciations, the Law on Reception of Citizens, the Law on Social Insurance, and the Law on Health Insurance.

In cases where consultation is required, the involved agencies will exchange written correspondence to reach a consensus before providing an official response.

(7) Coordination in professional training and scientific research on social insurance and health insurance

The Vietnam Elderly Association is responsible for integrating information and communication on social insurance and health insurance policies and laws into training and enhancement classes for understanding the significance of social insurance and health insurance policies for all levels of the elderly and Intergenerational Self-Help Club members. In collaboration with Vietnam Social Security, it provides professional training and refreshers for officials and members of the Association on social insurance and health insurance policies and laws; develops and implements research projects and solutions to encourage Elderly Association members, Intergenerational Self-Help Club members, and their relatives to participate in social insurance and health insurance.

(8) Coordination in international cooperation in the field of social insurance and health insurance

Both agencies are responsible for collaborating in developing and implementing international cooperation projects, international seminars, and researching international experiences related to social insurance and health insurance policies for the elderly. This aims to propose that relevant authorities continue to improve policies, expand benefits, and coverage of social insurance and health insurance for the elderly.

(9) Coordination in reporting and exchanging information

Both agencies are responsible for providing and exchanging information related to directing and organizing the implementation of social insurance and health insurance policies within their respective fuVietnam Elderly Associationions and duties through written documents upon request from each side. If necessary, the agencies can exchange information directly or via email.

In case of urgent reporting requests, the agencies will issue specific requests concerning the content, data, and timing for coordination.

(10) Coordination in developing plans and summarizing the Regulation on Coordination

The Vietnam Elderly Association coordinates with Vietnam Social Security to develop a detailed implementation plan for the Regulation on Coordination.

For specific activities organized by Vietnam Social Security and the Vietnam Elderly Association, after agreeing on the policy, the respective leading agency’s task force from both organizations will collaborate to develop a detailed plan, which will then be reported to the leaders of both parties for approval and implementation.

At the end of the period, both agencies will organize a summary, evaluation, commendation, and review the signing of the Regulation on Coordination for the subsequent period. Depending on the actual situation, the summary and evaluation can be done either by holding a conference or by reporting. If necessary, they can hold special meetings to address emerging challenges and issues.
