Regular Reporting Regime under the State Management of the Ministry of Education and Training (MOET): What are the Regulations?

Circular 19/2020/TT-BGDDT regulates general principles on the issuance and implementation of periodic reporting policies within the management scope of the Ministry of Education and Training as follows:

- The periodic reporting regime within the management scope of the Ministry of Education and Training must be stipulated in legal documents authorized by the Government of Vietnam, the Prime Minister of the Government of Vietnam, and the Minister of Education and Training.

- The periodic reporting regime must ensure the prompt, accurate, and comprehensive provision of information to effectively serve the management, direction, and executive activities of the Government of Vietnam, the Prime Minister of the Government of Vietnam, the Ministry of Education and Training, and local administrative agencies.

- The content of reporting policies must comply with regulations in documents issued by the National Assembly, the Standing Committee of the National Assembly, the Government of Vietnam, the Prime Minister of the Government of Vietnam, and authorities or individuals authorized within the state administrative system.

- The reporting regime must be appropriate for the reporting subjects, ensure administrative reform requirements, be clear, consistent, unified, practical, and not duplicate other reporting policies. Minimize the frequency of reporting requirements to save time, costs, and human resources in implementing reporting policies.

- The data required for reporting must be consistent and unified in terms of concepts, calculation methods, and units of measurement to facilitate the compilation and sharing of report information.

- Promote the application of information technology in implementing reporting policies, gradually transitioning from paper reports to electronic reports.

- Strengthen discipline and order in implementing reporting policies and in coordinating and sharing report information.
