Regular Report Templates on the Status of IT Application

Recently, the Minister of Information and Communications signed to issue Circular 06/2013/TT-BTTTT stipulating policies on periodic reporting on the information technology application status of state agencies.

According to Circular 06/2013/TT-BTTTT regulations, the content of periodic reports on the application of information technology in state agencies includes: information technology infrastructure; information technology application in the activities of state agencies; provision of information on electronic information pages or portals; provision of online public services; ensuring information safety and security; mechanisms, policies, and regulations for information technology application; human resources and investment for information technology application.

The report templates issued together with this Circular include:

- Report on the status of information technology application by Ministries, ministerial-level agencies, and agencies under the Government of Vietnam according to the form specified in Appendix I of this Circular;- Report on the status of information technology application by the People's Committees of provinces and cities directly under the Central Government according to the form specified in Appendix II of this Circular.

Moreover, Circular 06/2013/TT-BTTTT also stipulates the reporting period and deadline, reporting form, and the report receiving address. To be specific:

Regarding the reporting period and deadline:

- The reporting period is one year, calculated from January 01 to December 31 of the reporting year.- State agencies subject to this Circular must submit their reports to the Ministry of Information and Communications before February 01 each year.

Regarding the reporting form:

- Reports are made and sent in the form of paper documents or electronic documents;- Paper documents must bear the seal and signature of the Head of the reporting agency;- Electronic documents must meet at least one of the following requirements:

- Sent via email from an email address confirmed in writing by the reporting agency. The reporting agency is responsible for notifying the email address used to send reports in case of any changes;- Digitally signed by the Head of the reporting agency using a digital certificate issued by an organization providing digital signature authentication services for agencies within the political system and sent via official email with the domain ".gov.vn" or via the document management and operations system in the network environment of the reporting agency.

Note, the reporting form as stipulated above is subject to change in accordance with regulations on the exchange of electronic documents for documents, reports, and other administrative documents among state agencies from Central to local levels in the networked environment.
