Contents of regular maintenance of inland waterways in Vietnam

Circular 10/2023/TT-BGTVT on economic - technical norms for management and maintenance of inland waterways promulgated by the Minister of Transport (effective from September 1, 2023), including regulations on regular maintenance of inland waterways in Vietnam.

(1) Itinerary to check the channel for regular maintenance:

- Check to detect changes on the flow route compared to the previous check, such as: change of position of navigation channel, change of channel rules, appearance of shoals, obstacles, change of signal (damage, tilt, dump, wrong position), occurrence of other unusual activities on the stream and the flow protection corridor;

- Check signal operation status such as position, color; detect violations affecting traffic safety on the route, propagandize to raise the awareness of people and vehicle owners on water traffic law observance; combine survey, measurement, and preliminary survey of the shoal; carry out signal maintenance work on the line; inspect the works of inland waterway transport infrastructure in time to detect damage in order to take measures to handle and remedy it promptly;

- Develop a plan to ensure waterway traffic.

(2) Regular maintenance signals

2.1. Float release: Bring buoys and accessories to the position to be released and perform float release according to technical requirements.

2.2. Float adjustment: Adjust the buoy from the old position to the new position in accordance with the flow conditions, or when the buoy has a problem (due to the impact of natural disasters or other causes) and is displaced from the original position, adjust the buoy to the original position.

2.3. Prevent turtle accretion: Lifting turtles off the ground (bottom of rivers, canals, lakes, and lagoons) and then releasing them to remove mud and sand that are accreting turtles.

2.4. Buoy shaft: Axis all buoys and accessories on board to serve the maintenance of the buoy or recover the buoy or the shaft to put the buoy in a safe position in the event of a disaster.

(4) Inspection of embankment works, foot embankment signal:

Follow the embankment route, observe, and check the embankment condition to detect landslides, subsidence, and other visible signs that may affect the structure of the work. If an incident or abnormal sign is detected at the correctional embankment, the foot embankment signals.

Use tools such as a ruler to make preliminary measurements, record them in a diary or take photos to monitor the progress of the incident, and promptly report it to the management agency.

(5) Inspection of locks and dams: Follow the approved maintenance procedures.
