On November 21, 2022, Vietnam Social Security issued Decision 3511/QD-BHXH on the registration process for voluntary social insurance on the Public Service Portal.

1. Procedure for registering to participate in voluntary social insurance for participants from poor or near-poverty households on the Public Service Portal in Vietnam

The process of registering to participate in voluntary social insurance for participants belonging to poor households or near-poverty households/poor households on the Public Service Portal is as follows:

* Step 1: Participants must fully and accurately declare information fields according to Form 02-TK on the Public Service Portal and are responsible for the declared content.

* Step 2: The software system automatically checks and compares the information declared by participants to determine place of residence (province and district level) with the national database on Population, determine the subjects receiving state support with the data of poor and near-poverty households monitored by the social insurance agency, and determine the exact amount to pay for participants to pay online.

In the event that the place of residence is determined to be incorrect or not eligible for state support, the software displays a notification informing the participant that the residence address does not match the national population database or that the information is not consistent with the list of subjects eligible for state subsidy support. Contact the police agency, the agency that approves the list of people in poor households or near-poverty households, for guidance and adjustment, then repeat Step 1, or the participants may register to participate at social insurance and health insurance collection service organizations or at the social insurance agency.

* Step 3: Participants make online payments on the Public Service Portal, receive an electronic money receipt, and receive notification of the deadline to return the social insurance book according to regulations as soon as the transaction is successful.

* Step 4: After receiving the participant's money, the software system automatically:

- Record the amount in the separate management unit code according to each participant's social insurance code on the centralized Accounting software and create a registration dossier to participate in voluntary social insurance on the dossier receiving and management software into the separate management unit code at the provincial/district social insurance agency where the participant resides.

- Update records, determine participation time, record the social insurance payment process for participants and summarize the amount to be paid by participants (Form C69-HD), and determine the amount of remuneration for social insurance and health insurance collection service organizations (Form D11-TS) according to regulations.

- Immediately distribute the amount collected from participants (Form C83-HD) and determine the amount of remuneration paid to the social insurance and health insurance collection service organization (Form D12-TS) according to regulations.

- Create social insurance book cover data for first-time participants according to regulations.

* Step 5: After the software system performs Step 4, the collection and card book officer checks the records and data and submits it to the Director of the Provincial/District Social Insurance to sign the number of the electronic social insurance book cover sheet or print the paper copy of the social insurance book cover sheet according to regulations, then transfers it to staff to receive and return results.

* Step 6: Receiving and returning officers receive data or paper social insurance book covers; issue and return results to participants; finish the resolution process on the application receipt and management software.

* Step 7: Participants receive the electronic social insurance book cover or the paper social insurance book according to the registered method.

2. Registration process to participate in voluntary social insurance for other subjects on the Public Service Portal in Vietnam

* Step 1: Participants must fully and accurately declare information fields according to Form 02-TK on the Public Service Portal and are responsible for the declared content.

* Step 2: The software system automatically checks and compares the information declared by participants to determine permanent residence (province and district level) with the National Population Database and determine the exact amount to pay for participants to pay online.

In case the permanent residence is determined incorrectly, the software system displays a notification informing the participant that the residential address does not match the national database and to contact the Police agency for instructions and adjustments, then repeat Step 1, or you can register to participate in voluntary social insurance at social insurance and health insurance collection service organizations or at the social insurance agency.

* Step 3, Step 4, Step 5, Step 6, Step 7: Perform as in Clause 3, Clause 4, Clause 5, Clause 6, Clause 7, Article 4 of the Procedure issued with Decision 3511/QD-BHXH.
