On October 14, 2024, the Prime Minister of the Government of Vietnam issued Decision 16/2024/QD-TTg regarding compensation policies for those on salary or allowances from the state budget who are directly engaged in unexploded ordnance survey and clearance in Vietnam.

Decision 16/2024/QD-TTg prescribes compensation policies for individuals on salary, allowances from the state budget, directly performing tasks of unexploded ordnance survey and clearance as stipulated in Decree 18/2019/ND-CP concerning the management and execution of activities to mitigate the aftermath of post-war bombs, mines, and explosives.

Officers, professional military personnel, non-commissioned officers, soldiers, defense workers, public defense employees, officials and public employees directly tasked by authorized bodies to conduct unexploded ordnance survey and clearance, aside from the policies on salary, allowances (if any), and other prescribed policies, are entitled to a compensation rate of 350,000 VND/person/day, calculated based on the actual days they carry out the task in the designated survey, clearance areas.

On a workday, if the time directly spent on the task in the survey, clearance area is under 4 hours, it is considered as a half-day; 4 hours or more is counted as one full day.

Previously, Decision 30/2013/QD-TTg dated May 21, 2013, amended Clause 2, Article 1 of Decision 122/2007/QD-TTg dated July 27, 2007 by the Prime Minister of the Government of Vietnam regarding some policies for military officers, defense workers directly engaged in bomb, mine, and explosive clearance, stating individuals on salary, allowances from the state budget directly performing such tasks were entitled to full salary as per rank, grade, and other applicable allowances; entitlements as prescribed by law and a fee of 180,000 VND/person/day, calculated based on the actual days of performing tasks at the bomb, mine, and explosive detection, processing sites.

Accordingly, as of December 1, 2024, the compensation policy for individuals directly engaged in post-war bomb, mine, and explosive survey and clearance will be increased from 180,000 VND/person/day to 350,000 VND/person/day.

Funding source for regime for providing further training for individuals directly involved in unexploded ordnance survey and clearance in Vietnam from December 1, 2024

The funding for regime for providing further training for individuals directly involved in unexploded ordnance survey and clearance in Vietnam, as stated above, is calculated within the project’s costs based on labor costs per hectare established for the surveyed clearance area approved by the competent authority.

More details can be found in Decision 16/2024/QD-TTg, which comes into force in Vietnam from December 1, 2024.

Furthermore, the following Decisions will cease to be effective from the date Decision 16/2024/QD-TTg comes into effect:

- Decision 122/2007/QD-TTg dated July 27, 2007 by the Prime Minister of the Government of Vietnam on certain policies for military personnel, defense workers directly engaged in bomb, mine, and explosive clearance.

- Decision 30/2013/QD-TTg dated May 21, 2013 by the Prime Minister of the Government of Vietnam amending Clause 2, Article 1 of Decision 122/2007/QD-TTg regarding certain policies for military personnel, defense workers directly engaged in bomb, mine, and explosive clearance.
