Regime for Personnel Under the Roster of the Team for Searching Martyr Remains

On December 02, 2017, the Ministry of National Defense issued Circular 298/2017/TT-BQP guiding the implementation of policies and support for organizations and individuals tasked with searching for and gathering the remains of martyrs.

Circular 298 stipulates that personnel on the payroll of teams responsible for searching for and collecting the remains of martyrs, both domestically and internationally, are entitled to salary and allowance policies as well as the following benefits:

- An allowance equal to 100% of the salary level corresponding to their military rank, grade, or current benefit plus leadership position allowance, and seniority allowance beyond the framework for salary recipients or the existing military rank allowance for non-commissioned officers and soldiers when directly performing the task of searching for and collecting the remains of martyrs abroad. This is calculated monthly; if the period is less than a month but more than 15 days, they are entitled to a month's allowance, and less than 15 days is counted as half a month.- A regional allowance equal to 1.0 compared to the statutory pay rate for salary recipients, or compared to the allowance for the rank of Private for non-commissioned officers and soldiers, calculated monthly when directly performing the task of searching for and collecting the remains of martyrs abroad.- A responsibility allowance equal to 0.5 compared to the statutory pay rate for salary recipients, or compared to the allowance for the rank of Private for non-commissioned officers and soldiers, calculated monthly starting from the month they directly perform the task of searching for and collecting the remains of martyrs both domestically and internationally.- A daily allowance of 220,000 VND per person per day for the days directly performing the task of searching for and collecting the remains of martyrs both domestically and internationally. When receiving this allowance, they are not entitled to travel per diem policies.- Health recovery allowance of 500,000 VND per person (not more than twice a year), calculated as follows: If the duration of directly performing the task of searching for and collecting the remains of martyrs is between 6 months to 12 months, they receive the allowance twice; under 6 months, they receive it once.- Additional food allowance calculated based on the basic food allowance of a non-commissioned officer, infantry soldier, calculated daily when directly performing the task of searching for and collecting the remains of martyrs both domestically and internationally.- Support for learning Lao and Cambodian languages at the rate of 500,000 VND per person per year (not exceeding 3 years).- Provide specialized uniforms in kind as stipulated in Decision 75/2013/QD-TTg, amended and supplemented.- Medical expenses and patient transfer expenses are covered as follows:- In case of illness or injury requiring examination and treatment at the medical facilities of the foreign country, the examination and treatment costs are covered;- In case the patient needs to be transported back to the home country for treatment, the transfer costs are covered as incurred.
