On November 27, 2024, the National Assembly of Vietnam passed the People's Air Defense Law 2024, which stipulates principles, tasks, forces, people's air defense activities; management of unmanned aircraft, other flying vehicles, and air defense safety assurance; resources, policies, rights, obligations, and responsibilities of agencies, organizations, enterprises, and individuals concerning people's air defense.

Article 44 of the People's Air Defense Law 2024 stipulates the policies for individuals mobilized to participate in people's air defense activities in Vietnam as follows:

- Individuals receiving salaries from the state budget, when mobilized to perform people's air defense duties at localities, agencies, or organizations, receive their full salary, current allowances, and are supported with meal and transportation allowances as prescribed by law.

- Individuals not receiving salaries from the state budget, when mobilized for training, retraining, drills, or performing people's air defense duties by decision of a competent authority, are paid labor wages for the mobilized days, ensuring not lower than their current wage rate, and for those without stable income, not lower than the average local income. They are also supported with meal and transportation allowances as prescribed by law.

- During the period of being mobilized for training, retraining, drills, or people's air defense duties, if injured, they are considered for settlement of wounded soldiers' policies or policies for those with similar benefits. If they sacrifice their lives, they are considered for recognition as martyrs under the legal provisions on preferential treatment for those with meritorious service to the revolution. In cases of illness, sickness, accidents, or death while performing duties, if they do not participate in social insurance or health insurance, they receive policies as per the regulations of the Government of Vietnam.

- Agencies, organizations, enterprises, and individuals participating in people's air defense activities with achievements are rewarded; if suffered property damage, they are compensated; if their honor or dignity is harmed, it is restored; in case of injury, health damage, or loss of life, they or their families are entitled to policies as prescribed by law.

- Owners of assets used in people's air defense activities in peacetime are compensated if the assets are damaged. The compensation process follows legal provisions.

Resources for People's air defense activities in Vietnam from July 1, 2025

Resources for people's air defense activities are specifically regulated in Article 43 of the People's Air Defense Law 2024 as follows:

- Financial resources for people's air defense activities include:

+ State budget;

+ Voluntary contributions from agencies, organizations, enterprises, and individuals;

+ Other legitimate financial sources.

- The state budget ensures people's air defense activities according to the provisions of law concerning the state budget, including:

+ Central budget ensures for central people's air defense activities, particularly in military zones and the Capital City Command of Hanoi;

+ Local budgets ensure for local people's air defense activities. Depending on the local socio-economic conditions, the provincial People's Committee presents to the provincial People's Council the issues to decide on spending levels for people's air defense activities, which are higher than general spending levels as prescribed by law.

The provincial People's Committee and the district People's Committee present to their respective People's Councils for approval or approve the projects and plans for people's air defense, management of unmanned aircraft, other flying vehicles, and budget estimates for people's air defense activities; in localities without the organization of People's Councils, the People's Committee considers and decides.

- Organizations and enterprises ensure funding for the forces assigned to perform people's air defense duties according to their plans. Enterprises ensuring funding for forces performing people's air defense tasks at the enterprise, or supporting people's air defense, may count these expenses as deductible when determining corporate income tax liabilities for such expenditures.

- Localities facing financial difficulties will receive support from the central budget to carry out people's air defense tasks, per the central budget's balancing capabilities.

The People's Air Defense Law 2024 takes effect from July 1, 2025.
