The Ministry of Finance has recently issued a series of circulars regulating the rates, collection policies, payment, management, and use of road usage fees at certain toll stations.
To be specific:, Circular 253/2016/TT-BTC amends Circular 86/2015/TT-BTC dated June 8, 2015 of the Ministry of Finance, stipulating the rate, collection policies, remittance, management, and use of road use fees at the toll station at Km1661+600, National Highway 1, Binh Thuan Province.
The subject with the lowest fee is vehicles under 12 seats, trucks with a payload under 2 tons, and public passenger buses, with a fee of 35,000 VND per trip. The highest rate is for trucks with a payload from 18 tons and above, and 40-foot container trucks with a fee of 180,000 VND per trip, reduced by 20,000 VND per trip.
Circular 254/2016/TT-BTC amends Circular 153/2015/TT-BTC dated October 2, 2015 of the Ministry of Finance, stipulating the rate, collection policies, remittance, management, and use of road use fees at the two toll stations on National Highway 5, reducing the fee by 5,000 VND per vehicle per trip for two types of vehicles: vehicles under 12 seats, trucks with a payload under 2 tons; public passenger buses; vehicles from 12 seats to 30 seats; trucks with a payload from 2 tons to under 4 tons.
The Circular maintains the fee rates per trip, per month, and per quarter for vehicles from 31 seats and above; trucks with a payload from 4 tons to under 10 tons. The Ministry of Finance also reduces the fee from 15,000 to 20,000 VND per trip for trucks with a payload from 10 tons to under 18 tons and 20-foot container trucks, as well as trucks with a payload from 18 tons and above and 40-foot container trucks.
Circular 255/2016/TT-BTC amends Circular 51/2014/TT-BTC dated April 24, 2014 of the Ministry of Finance, stipulating the rate, collection policies, remittance, management, and use of road use fees at the Ben Thuy Bridge Toll Station and Ben Thuy II Bridge Toll Station, National Highway 1, reducing the fee by 5,000 VND per vehicle per trip for two types of vehicles: vehicles under 12 seats, trucks with a payload under 2 tons; public passenger buses; vehicles from 12 seats to 30 seats; trucks with a payload from 2 tons to under 4 tons.
The Circular maintains the fee rates per trip, per month, and per quarter for vehicles from 31 seats and above; trucks with a payload from 4 tons to under 10 tons. Trucks with a payload from 10 tons to under 18 tons; 20-foot container trucks, and trucks with a payload from 18 tons and above; 40-foot container trucks.
These Circulars take effect from November 20, 2016. In cases where vehicle owners have purchased monthly tickets for November 2016 and quarterly tickets for the fourth quarter of 2016 according to the provisions of Circular 51/2014/TT-BTC, they will continue to use them for the duration of the month and quarter.
For unused tickets of vehicle groups subject to fee reduction according to Article 1 of this Circular, the toll collection unit will notify the directly managing tax authority and apply the new fee rate stamp on the printed tickets to continue using them.
