According to Decision No. 494/QD-VKSTC (effective from September 1, 2016), the recruitment of officials into the People's Procuracy in Vietnam is carried out as follows:
Registration Eligibility Criteria:
Applicants must not only meet the conditions specified in the Law on Officials 2008 but also satisfy the following standards:
- Political Background of the Applicant and Family: Must not violate the internal political protection regulations of the Sector.
- Professional Qualifications and Expertise: Must possess a university degree or higher in the relevant major required for recruitment.
If the position does not require a university degree or is in an area with recruitment difficulties, the recruitment unit must report to the Supreme People's Procuracy for consideration and decision.
- Health: Must be in good health as certified by a competent medical authority; must not have any deformities, disabilities, or impairments.
- Minimum height for males is 1.60 meters, weighing at least 50 kg.
- Minimum height for females is 1.55 meters, weighing at least 45 kg.
- Age:
- Between 18-35 years for males and 18-30 years for females;
- For recruits with a university degree or higher, with at least 5 years of work experience, or officials transferring from other sectors to the People's Procuracy, the age limit is up to 50 years for males and up to 45 years for females.
Recruitment Method:
Recruitment is conducted no more than twice a year.
The recruitment of officials is carried out through one of the following methods:
Examination:
Based on the Recruitment Plan approved by the Supreme People's Procuracy, the High-Level People's Procuracy and Provincial People's Procuracy form their respective recruitment committees to carry out pre-selection, accept applications, report to the Supreme People's Procuracy for appraisal, approval, and organize the examination.
Selection:
- Mountainous areas, border areas, islands, remote areas, ethnic minority areas, and areas with particularly difficult socio-economic conditions are eligible for selection.
- Provincial People's Procuracy offices situated in districts eligible for selection are also considered for selection.
Officials selected cannot be transferred to non-eligible areas until they have served 5 years.
Based on the eligible areas and the Recruitment Plan approved by the Supreme People's Procuracy, the Provincial People's Procuracy establishes their recruitment committees to receive applications, pre-select, report to the Supreme People's Procuracy for appraisal, approval, and organize the selection.
Recruitment Priority:
- Heroes of the Armed Forces, Labor Heroes, wounded soldiers, and those entitled to policies as wounded soldiers receive an additional 30 points on the total examination or selection score.
- Ethnic minorities, army officers, public security officers, professional soldiers, crypto officers transitioning from the sector, children of martyrs, wounded soldiers, sick soldiers, those entitled to policies as wounded soldiers, children of those who fought in resistance activities exposed to toxic chemicals, children of Heroes of the Armed Forces and Labor Heroes receive an additional 20 points on the total examination or selection score.
- Those who completed military service or served a fixed term in the People's Public Security Force; youth volunteers having served in rural and mountainous development for at least 24 months who have completed their tasks; youth union officials with at least 3 consecutive years of outstanding performance; those with parents (including legally recognized adoptive parents) who are officials, public employees, and workers in the People's Procuracy sector (including those retired or deceased receiving social insurance policies) receive an additional 10 points on the total examination or selection score.
Application for Registration:
- Official recruitment application form (as per template);
- Résumé (as per template);
- Copy of birth certificate;
- Copies of diplomas, certificates, and transcripts as required for the position, certified by a competent authority;
- Health certificate;
- Evidence of eligibility for priority in official recruitment (if any);
- Commitment to work at the recruitment unit for at least 5 years for selection cases.
