Recruitment process for ethnic minority students according to Decree No. 141/2020/NĐ-CP of Vietnam’s Government

This is a notable content of the Decree No. 141/2020/NĐ-CP of the Government of Vietnam on regulations on the recruitment regime for pupils and students of ethnic minorities, issued on December 08, 2020.

According to Article 8 of the Decree No. 141/2020/NĐ-CP of Vietnam’s Government, the recruitment process for ethnic minority students is regulated as follows:

- Announcement of the election plan: Based on the assigned recruitment targets, the provincial-level People's Committees shall draw up an election plan and post the announcement publicly at least twice on the mass media of the province, districts and communes are printed or electronic newspapers or audio or video newspapers; and at the same time post it on the website or the portal and publicly post it at the office of the Department of Education and Training.

Contents of the announcement of the election plan include:

+ Subjects, criteria and indicators for election;

+ Job position for each indicator;

+ Time limit, location, method of receiving application documents for admission examination according to the recruitment regime, phone number of the department assigned to directly receive the application.

- Those applying for admission to study under the nominating regime must submit directly or by post to the Provincial Public Administration Service Center or the Department of Education and Training or through the provincial public service portal or provincial electronic one-stop information system.

- Application for admission according to the recruitment regime includes:

+ An application for admission to study under the election system (Form No. 02 specified in the Appendix attached to Decree No. 141/2020/NĐ-CP);

+ A copy enclosed with the original for comparison or a certified copy from the original birth certificate;

+ Curriculum vitae (Form No. 03 specified in the Appendix attached to Decree No. 141/2020/NĐ-CP);

+ Certificates of children of martyrs, children of war invalids and sick soldiers; policy beneficiaries such as war invalids (if any);

+ Two portrait photos (4x6 centimeter) taken within 6 months from the date of application;

+ A stamped envelope with the contact address of the person applying for admission.

- The time limit for receiving dossiers of applicants for admission under the election regime is 30 days from the date of announcing the recruitment plan publicly on the mass media, on the website or portal and publicly listed at the office of the Department of Education and Training.

At least 05 working days before the date of selection, the election council must make a list of people who are eligible to apply for admission according to the recruitment regime and post it publicly at the office of the Department of Education and Training.
