Recruitment of Additional Teachers for the New Education Program

This is a noteworthy content in Plan 246/KH-UBND implementing the General Education Program in Hanoi, issued by the People's Committee of Hanoi on November 28, 2019.

To be specific, according to this Plan, one of the key tasks to implement the renovation of the general education curriculum and textbooks according to the roadmap of the Ministry of Education and Training is to prepare the workforce to implement the 2018 General Education Program. Specifically:

- Organize the review, assessment of the current situation, and determine the demand for teachers of each subject, grade, educational level, and staff to develop a plan to rearrange, allocate, and effectively use the existing workforce, recruit and streamline staff appropriately to the local characteristics, ensuring sufficient number of management staff, teachers, and employees to implement the 2018 General Education Program.

- Strictly implement the evaluation of management staff and teachers according to professional standards; training, retraining of management staff and teachers who do not meet standards; implementing appointments, examinations, promotions, and salary arrangements according to the standard ranks of professional titles as stipulated.

- Based on the roadmap for implementing the 2018 General Education Program, identify the target audience and number of teachers and staff to be trained and retrained annually to develop a training and retraining plan for teachers and staff; proactively cooperate with teacher training institutions to organize training and retraining of teachers and staff to implement the 2018 General Education Program in line with the plan of the Ministry of Education and Training.

- Strengthen and develop a core team of management staff, key teachers at all educational levels to serve as the backbone in training teachers and implementing the 2018 General Education Program; participate in training courses organized by the Ministry of Education and Training; advise on building and implementing plans to organize training courses for management staff and teachers of the City. Ensure that all management staff and teachers of general education establishments in the City are trained through both centralized and online formats, completing the training program before the implementation of the 2018 General Education Program for each educational level, grade, and subject.

Simultaneously, the People's Committee of Hanoi city has outlined a roadmap consisting of 06 phases to implement the 2018 General Education Program. Specifically:

Phase 01 (From now to November 2019):

- Establish a Steering Committee, develop and implement the plan for innovation in the general education curriculum and textbooks at the City, district, and district-level town levels.

- Organize the review, assessment of the current situation, and demand for teachers in each subject, grade, and educational level to develop a plan for rearrangement and supplementation; cooperate with teacher training institutions to organize training and retraining for teachers to implement the general education program appropriately.

- Develop a plan and organize the compilation of Hanoi city's local education materials to ensure prompt application across education establishments in the City according to the roadmap.

- Organize the study and discussion of the content of the 2018 General Education Program.

- Supplementary recruitment of teachers to prepare for teaching the new general education program at the primary and lower secondary levels.

Phase 02 (From December 2019 to June 2020):

- Complete the supplementary recruitment of teachers to prepare for teaching the 2018 General Education Program at the primary and lower secondary levels.

- Organize training and retraining for teachers to implement the Grade 1 curriculum and textbooks according to the guidelines of the Ministry of Education and Training.

- Continue organizing the compilation of local education materials.

- Implement adjustments and supplements to policies related to the new program and new textbooks.

Phase 03 (From July 2020 to June 2021):

- Implement the wide application of the new program and new textbooks for Grade 1 citywide.

- Continue the compilation of local education materials.

- Continue training and retraining teachers to implement the new program and new textbooks for the remaining grades as guided by the Ministry of Education and Training.

- Report and evaluate the implementation process of the 2018 General Education Program.

Phase 04 (From July 2021 to June 2022):

- Continue the widespread application of the new program and new textbooks for Grade 1; implement the new program and new textbooks for Grade 2 and Grade 6.

- Train and retrain teachers to implement the new program and new textbooks for the remaining grades.

- Supplementary recruitment of teachers to prepare for teaching the new general education program at the upper secondary level (if any).

- Report and evaluate the implementation process of the 2018 General Education Program.

Phase 05 (From July 2022 to June 2023):

- Continue the implementation of the new program and new textbooks for Grades 1, 2, and 6; implement the new program and new textbooks for Grades 3, 7, and 10.

- Train and retrain teachers to implement the new program and new textbooks for the remaining grades.

- Report and evaluate the implementation process of the 2018 General Education Program.

Phase 06 (From July 2023 to June 2025):

- Continue implementing the new program and new textbooks for the classes already deployed; implement the program and new textbooks gradually for the remaining classes.

- Train and retrain teachers to implement the new program and new textbooks for the remaining classes.

- Report and evaluate the implementation process of the 2018 General Education Program.
