Recruitment of 99 civil servants in 2023 for the Ho Chi Minh City People's Procuracy in Vietnam

On January 4, 2023, the Ho Chi Minh City People's Procuracy issued Notice 05/TB-VKS on civil servant recruitment in 2023.

1. Number and vacancies of civil servants of the Ho Chi Minh City People's Procuracy

Expected recruitment of 99 civil servants of the City People's Procuracy, including the following ranks:

- Procuracy professional rank: Expected to recruit 98 civil servants;

- Other professional ranks: Expected to recruit 01 civil servant to work in information technology.

2. Exam time and location

- Organization of entrance exams: expected in the second quarter of 2023.

However, based on the COVID-19 epidemic situation, exam time may change. The decision on the specific exam time will be notified to candidates at least 10 days before the exam date.

Contestants must have a negative SARS-CoV-2 test within 72 hours of the exam date,

- Exam location: a centralized exam format is expected to be held at the School of Procuracy Training and Fostering in Ho Chi Minh City. The specific location will be notified to candidates along with the exam time.

3. Conditions for registering for civil servant recruitment by the Ho Chi Minh City People's Procuracy

3.1. General conditions for registration

- Being a Vietnamese citizen and currently residing in Vietnam;

- Age to apply: for men, no more than 35 years old; for women, no more than 30

- Having an application registration form; having a clear background and family history; and personally ensuring that they do not violate the regulations of the Party, the State and the People's Procuracy on internal political protection;

- Having good moral qualities;

- Healthy enough to work according to the conclusion of the competent medical agency; no deformities, disabilities, stuttering, or lisping; Men are 1.60m tall and weigh 50kg or more; women are 1.55m tall and weigh 45kg or more. Regulations on height and weight do not apply to people recruited as other professional civil servants.

3.2. Specific conditions for registration

- For candidates taking the procuracy exam with a Bachelor of Law degree or higher; for other candidates, they must have a university degree or higher in the required major;

- Having been trained in procuracy skills (applicable to candidates taking the procuracy exam);

- Having been prequalified by the Ho Chi Minh City People's Procuracy;

(In case of other subjects, the Director of the Supreme People's Procuracy will consider and decide)

- Regarding foreign languages and computer skills

+ Have a foreign language certificate with a level equivalent to level 2 of Vietnam's foreign service competency framework as prescribed in Circular 01/2014/TT-BGDDT (equivalent to level B, level A, or higher);

+ Have an information technology certificate with qualifications meeting basic information technology skills standards as prescribed in Circular 03/2014/TT-BTTTT (equivalent to level B or higher).

4. Exam subject, exam format, and exam content

The civil servant recruitment exam is conducted in two rounds, as follows:

Round 1: A multiple-choice exam is conducted in paper-based format.

- The multiple-choice exam content includes three parts.

Part I: General knowledge 60 questions about the political system, organizational apparatus of the Party, State, and socio-political organizations; Government administrative management; civil servants and civil servants; the Party's policies and guidelines; the State's policies and laws on recruitment sectors and fields; and the responsibilities and duties of civil servants according to the requirements of the job position applied for. Exam time is 60 minutes.

Part II: Foreign Languages 30 questions, tested in English. Exam time is 30 minutes.

Part III: Informatics 30 questions according to job position requirements; Exam duration is 30 minutes.

- Foreign language test exemption (round 1) for the following cases:

Having a university or post-graduate diploma in foreign languages;

Having a university or post-graduate degree from abroad, having graduated from a university or post-graduate degree at a training facility in a foreign language in Vietnam, or having an ethnic minority language certificate recognized by a competent authority

- Exemption from the IT exam (round 1) for cases with a graduate degree from the intermediate level majoring in Information Technology, Information Technology or Mathematics - Information Technology or higher.

- The results of round 1 are determined by the number of correct answers in each section. If 50% or more of the questions are answered correctly for each section, the candidate will continue to round 2.

Round 2: Exam for professional subjects specialized in procuracy and information technology.

- Exam content: knowledge, capacity, and skills to perform the public duties of civil servant candidates according to the requirements of the job position to be recruited.

- Exam format: written exam.

- Score scale: 100 points.

- Exam time: 180 minutes.
