Decree 34/2019/ND-CP recently promulgated has amended several provisions regarding the recruitment exams for officials at commune, ward, and commune-level towns, as detailed below.
According to the current regulations, the form of recruitment exams for commune-level officials is mostly in the form of written essays with two papers, one in general knowledge and one in specialized professional knowledge, along with a multiple-choice test. For office informatics, the exam is either a practical test on a computer or a multiple-choice test, lasting 30 minutes as required by the position to be recruited.
However, the new regulations in Decree 34/2019/ND-CP have been amended, specifically commune-level official recruitment exams are conducted in two rounds:
- Round 1: Multiple-choice test in general knowledge and computer science on a computer; in cases where it is not possible to organize a computer-based test, a paper-based multiple-choice test will be conducted;
- Round 2: Specialized professional knowledge test in the form of an interview or a written exam, with the interview lasting 30 minutes and the written exam lasting 180 minutes.
