Railway Infrastructure Management Records

Each railway construction project must prepare a file for managing railway infrastructure, including: a technical management file of the construction and a safety corridor management file for railway traffic. This is to serve the management, operation, and maintenance of the construction in accordance with the legal regulations on construction.

According to the provisions of Circular 16/2018/TT-BGTVT, the technical management dossier of the works is prepared for each work, work item according to each railway line and according to each management scope (section, segment).

The technical management dossier for railway works includes: dossiers serving the management, operation, and maintenance of works as specified in Clause 3, Article 12 of Circular 26/2016/TT-BXD; completed maintenance dossiers of works and other documents as prescribed by the railway works maintenance procedures and in this appendix. The main components of the dossier are as follows:

1. Dossiers of managing, operating, and maintaining railway works:

- Decision approving the investment construction project and feasibility study report or economic-technical report for construction investment;- Survey tasks, survey results report for construction works;- Design drawing dossiers confirmed by the investor (with an attached drawing list) and design changes during construction;- As-built drawings (with an attached drawing list);- Results of monitoring, measurement, quality inspection of works, structural load-bearing testing (if any) during construction, list of equipment, spare parts, reserve materials, and other related documents;- Installation history of equipment in the works;- Operation and exploitation procedures of the works; maintenance procedures of the works;- Dossiers for resolving work incidents (if any);- Minutes of acceptance of completed work items, construction works put into use by the investor;- Notification of acceptance of the completed work items, construction works by the specialized construction agency.

2. Completed dossiers for railway works maintenance include:

- Completed maintenance dossiers: content, components as prescribed in Article 53 of the Railway Works Maintenance Procedures approved by the Ministry of Transport in Decision 2320/QD-BGTVT;- Completed periodic repair dossiers: content, components as prescribed in Article 54 of the Railway Works Maintenance Procedures approved by the Ministry of Transport in Decision 2320/QD-BGTVT;- Completed unscheduled repair dossiers: content, components as prescribed in Article 55 of the Railway Works Maintenance Procedures approved by the Ministry of Transport in Decision 2320/QD-BGTVT;- Technical history and monitoring books for works: each work must have a technical history and monitoring book;- General management dossiers: general management dossiers include, straightened plans for railway lines; general layout of railway stations and reduced railway profiles;- Reduced railway profiles: reduced profiles of the railway route (height; length: 1/200 and 1/1000) fully showing the plan, slope, upper architectural structure, and related auxiliary works; reduced profiles of the railway route must be regularly updated whenever there are changes or fluctuations in related factors. 3. Dossiers of managing the railway traffic safety corridor must be prepared for each railway line and according to the administrative management boundaries of communes, districts, provinces and must be confirmed by the district People's Committee for management purposes. **** The dossier includes:

- Straightened plans of the construction and the traffic safety corridor, fully showing the main elements, especially the position and scale of encroaching constructions, and violations of the traffic safety corridor.- Dossiers related to pedestrian paths must be separately prepared for management and monitoring to ensure railway and road traffic safety.- Dossiers of access roads within the railway traffic safety corridor include as-built dossiers, design dossiers, construction permits, and other related documents.- Dossiers of barriers between railway and road include as-built dossiers, design dossiers, and other related documents.- Milestone, boundary, and land boundary dossiers dedicated to the railway, according to the current regulations; handover records of milestones, land boundaries, and boundary landmarks dedicated to the railway traffic safety corridor (if any);- Commitment records with local confirmation regarding the non-encroachment and re-encroachment into the protection scope of railway works by households living along the railway traffic safety corridor (if any).
