The People's Committee of Ho Chi Minh City stipulates the organization of quarters and hamlets in the area to be applied from July 29, 2024, in which the quarters in Ho Chi Minh City have a scale of 500 households or more.

According to Article 4 of Decision 40/2024/QD-UBND, the organization of quarters and hamlets in Ho Chi Minh City is implemented according to Clause 2, Article 1 of Circular 14/2018/TT-BNV, amending and supplementing certain articles of Circular 04/2012/TT-BNV. To be specific:
- quarters with a Scale of 500 Households and Above: Each quarter shall have a quarter Chief. Based on the actual management conditions of the community in the quarter, the scale of the number of households, or the quarter belonging to a key, complex administrative unit in terms of security and order as decided by the competent authority, the People's Committee of the ward, town may consider and decide on the arrangement of one Deputy quarter Chief.
- Hamlets with a Scale of 350 Households and Above: Each hamlet shall have a Hamlet Chief. Based on the actual management conditions of the community in the hamlet, the scale of the number of households, or the hamlet belonging to a key, complex administrative unit in terms of security and order as decided by the competent authority, the People's Committee of the commune may consider and decide on the arrangement of one Deputy Hamlet Chief.
- With the consensus of the Party Cell’s Branch (or the Branch), the Vanguard Committee of the Front Work in the quarter or hamlet shall nominate the candidate list for the quarter or Hamlet Chiefs at the quarter or Hamlet Conference; at this conference, voters of the quarter or hamlet may self-nominate or recommend candidates. Based on the election results, the People's Committee of the commune shall decide to recognize the quarter or Hamlet Chiefs.
- The Deputy quarter Chief and Deputy Hamlet Chief are selected by the quarter or Hamlet Chiefs after consensus with the Party Cell’s Branch (or the Branch) and the Head of the Vanguard Committee of the Front Work in the quarter or hamlet; based on the proposal of the quarter or Hamlet Chiefs, the People's Committee of the commune shall decide to recognize the Deputy quarter or Hamlet Chiefs. The Deputy quarter or Hamlet Chiefs assist the quarter or Hamlet Chiefs in implementing certain tasks when assigned.
- The term of office for the quarter or Hamlet Chiefs and Deputy quarter or Hamlet Chiefs is specified in Clause 9, Article 1 of Circular 14/2018/TT-BNV, amending and supplementing certain articles of Circular 04/2012/TT-BNV. To be specific:
+ The term of office for the quarter or Hamlet Chiefs is 05 years. In cases of the establishment of new quarters or hamlets, or vacancies in the quarter or Hamlet Chiefs, the People's Committee of the commune, in consensus with the Vietnam Fatherland Front Committee at the same level, shall decide to appoint acting quarter or Hamlet Chiefs to manage the activities of the quarter or hamlet until a quarter or Hamlet Chief is elected within no more than six (06) months from the date of the acting Chief's appointment.
+ The term of office for the Deputy quarter or Hamlet Chiefs is as per the term of office for the quarter or Hamlet Chiefs.
Based on the situation and actual conditions of the quarter or hamlet, the consensus and proposal of the Party Cell’s Branch of the quarter or hamlet, the Vanguard Committee of the Front Work in the quarter or hamlet, and the quarter or Hamlet Chiefs, the People's Committee reports to the Party Committee, coordinates with the Vietnam Fatherland Front Committee of the commune to agree on the implementation of the concurrent regime for the titles of the Party Cell Secretary, quarter or Hamlet Chiefs and Deputy Chiefs, and the Heads of political-social organizations in the quarter or hamlet to facilitate the organizational implementation of the quarter or hamlet’s tasks.
