Regarding this issue, LawNet would like to answer as follows:
On December 25, 2023, the Minister of Transport issued Circular 40/2023/TT-BGTVT on quality criteria and inspection, supervision, and evaluation to validate the quality of coastal information public services in Vietnam.
The quality criteria for coastal information public service services in Vietnam as of April 1, 2024, include:
(1) INMARSAT emergency watch service
- INMARSAT emergency watch service quality criteria include: service area; watchdog language; service availability; the rate of emergency alarms that are successfully handled; Time to relay information for search and rescue to the vehicle in distress; method of watchkeeping; communication method between the distressed vehicle and shore units;
- Response requirements and methods for determining quality criteria for INMARSAT emergency watchkeeping services are specified in Appendix I issued with Circular 40/2023/TT-BGTVT.
(2) COSPAS-SARSAT emergency watch service
- COSPAS-SARSAT emergency watch service quality criteria include: service area; service availability; the rate of emergency alarms that are successfully handled; contact time to the vehicle in distress; data transmission channel to MCCs and SPOC/RCCs in the system; methods of contacting the vehicle in distress; methods of communication with units on shore;
- Response requirements and methods for determining quality criteria for COSPAS-SARSAT emergency watch service are specified in Appendix II, issued with Circular 40/2023/TT-BGTVT.
(3) DSC emergency watch service
- DSC emergency watch service quality criteria include: service area; watchdog language; service availability; The rate of emergency alarms that are successfully handled; Time to relay information for search and rescue to the vehicle in distress; follow-up contact method; Methods of communication with units on shore; communication method between the distressed vehicle and shore units;
- Response requirements and methods for determining quality criteria for DSC emergency watchkeeping services are specified in Appendix III, issued with Circular 40/2023/TT-BGTVT.
(4) RTP emergency watch service
- RTP emergency watch service quality criteria include: service area; watchdog language; service availability; The rate of emergency alarms that are successfully handled; Time to relay information for search and rescue to the vehicle in distress; Methods of communication with units on shore;
- Response requirements and methods for determining quality criteria for RTP emergency watchkeeping services are specified in Appendix IV, issued with Circular 40/2023/TT-BGTVT.
(5) MSI RTP broadcast service
- MSI RTP broadcast service quality criteria include: service area; language; service availability; successful transmission rate; source processing time;
- Response requirements and methods for determining MSI RTP broadcast service quality criteria are specified in Appendix V, issued with Circular 40/2023/TT-BGTVT.
(6) MSI NAVTEX broadcast service
- MSI NAVTEX broadcast service quality criteria include: service area; language; MSI NAVTEX newsletter content; service availability; successful transmission rate; source processing time;
- Response requirements and methods for determining service quality criteria for MSI NAVTEX broadcast services are specified in Appendix VI, issued with Circular 40/2023/TT-BGTVT.
(7) MSI EGC transmitter service
- MSI EGC broadcast service quality criteria include: service area; language; MSI EGC newsletter content; service availability; successful transmission rate; source processing time;
- Response requirements and methods for determining quality criteria for MSI EGC transmission services are specified in Appendix VII, issued with Circular 40/2023/TT-BGTVT.
(8) LRIT information service
- LRIT information service quality criteria include: service area; service availability; percentage of LRIT messages processed successfully;
Response requirements and methods for determining LRIT information service quality criteria are specified in Appendix VIII, issued with Circular 40/2023/TT-BGTVT.
(9) Maritime industry information connection service
- Quality criteria for maritime industry information connection services include: service availability; successful troubleshooting rate;
- Response requirements and methods for determining quality criteria for maritime information connection services are specified in Appendix IX, issued with Circular 40/2023/TT-BGTVT.
