On November 6, 2023, the Minister of Health issued Circular 19/2023/TT-BYT, providing guidance on working as professional civil servants in the health sector in Vietnam.
(1) Training level
- Have a university degree or higher with a major in medicine, preventive medicine, public health, or other related majors
- Advanced political theory or equivalent.
(2) Training and certification
- State administrative management: senior specialist program
- Foreign language: According to senior specialist rank standards
- Informatics: Skills in using office informatics
- Other knowledge: As required by agencies and units
(3) Experience
Have worked as a main specialist or equivalent for 6 years or more (at least 12 months as a main specialist in preventive medicine).
(4) Personal qualities
- Absolute loyalty, trust, and serious compliance with the Party's guidelines and policies, State laws, and agency regulations.
- High sense of responsibility for working with the team and good coordination.
- Honest, straightforward, and steadfast, but know how to listen.
- Calm, principled, careful, and confidential.
- Ability to unite internally.
- Can withstand pressure at work.
- Focused, creative, independent, and logical thinking.
(5) Other requirements
- Ability to advise, develop, implement, inspect and appraise guidelines, policies, resolutions, plans and solutions for practical issues related to the assigned scope, functions, and tasks.
- Ability to concretize and organize effective implementation of the Party's policies and laws in the field of Preventive Medicine.
- Able to propose policies, build internal processes, and solve practical problems related to the unit's functions and tasks.
- Understand and apply professional knowledge in the field of Preventive Medicine and skills in handling situations in the process of guiding, inspecting, supervising, advising, proposing and performing work according to the job position.
- Understand and apply knowledge about research methods, organize and implement research, and develop documents, topics, and projects in the field of Preventive Medicine.
- Know how to apply basic and advanced knowledge in the field of Preventive Medicine; Have presentation, teaching, and professional guidance skills in the industry and field.
- Proficiently apply knowledge and techniques of construction and issuance of documents to work according to the requirements of the job position.
(1) Developing legal documents, strategies, plans, policies, programs, schemes, projects...
- Preside over drafting legal documents, guidelines, schemes, programs, projects, and plans in the field of preventive medicine, and organize and direct the implementation of plans to apply to the scope of preventive health work assigned nationwide.
- Responsible for drafting and compiling professional guidance documents in the field of preventive medicine; organize specialized training and professional development; or disseminate knowledge and experience in the field of preventive medicine.
(2) Instructions and implementation of documents
- Guide and inspect the implementation of preventive health work by management institutions and propose measures and solutions for effective implementation. In special cases, directly perform official duties and other specific tasks when assigned by superiors.
- Preside over the compilation of training materials and professional guidance, and at the same time organize training and dissemination of experience for civil servants and public employees on preventive health work at lower levels.
(3) Check, summarize, and summarize document implementation
- Focal point for monitoring, inspecting, summarizing, and reporting on the implementation of legal documents and professional guidance documents on preventive health work; take the lead in proposing policies and measures to correct and adjust to enhance management effectiveness within the scope of authority
(4) Appraise work projects and related operations
Coordinate or preside over the appraisal of science and technology projects and projects at the ministerial and grassroots levels in the assigned field of work.
(5) Carry out professional activities
- Evaluate, collect information, make statistics, manage records, store documents and data, and make reports according to regulations.
- Implement information, education, communication, training, scientific research activities, and other tasks when assigned by superiors.
- Summarize, evaluate, and propose plans to amend, supplement, and enhance the effectiveness and efficiency of preventive medicine work
(6) Work coordination
Coordinate with relevant agencies and units to implement preventive health work.
(7) Implement meeting regime
Chair or attend work-related meetings as assigned
(8) Develop and implement individual annual, quarterly, monthly, and weekly work plans.
In accordance with the work plan of the agency, organization, and assigned tasks.
(9) Perform other duties as assigned.
