On September 15, 2006, the Government of Vietnam issued Decree 99/2006/ND-CP regarding the inspection of the implementation of policies, strategies, planning, and plans in Vietnam.

Decree 99/2006/ND-CP stipulates the purpose of and principles for inspection of the implementation of policies, strategies, planning, and plans in Vietnam as follows:
Purpose of inspection in Vietnam
Ensure the effectiveness and efficiency of policies, strategies, plans, and planning.
Enhance administrative discipline and order in the organization of policy, strategy, planning, and plan implementation.
Commend agencies, organizations, and individuals with achievements in policy, strategy, planning, and plan implementation.
Identify unreasonable and incorrect points in the organization of implementation to promptly adjust or recommend adjustments to policy, strategy, planning, and plan and handle violations according to the provisions of the law.
Ensure thrift practice and anti-waste in the process of policy, strategy, planning, and plan implementation.
Principles for inspection in Vietnam
Carry out within the correct authority, sequence, procedures, and based on legal regulations.
Avoid overlap and duplication, and promote coordination in inspection.
Be timely, objective, accurate, and strict.
Democratic, open, and avoid obstructing or adversely affecting the activities of the inspected agencies or organizations.
