Article 16 Circular 09/2012/TT-BNV stipulates the signing and issuance of inspection conclusions in Vietnam as follows:

- The head of the inspection team completes the draft inspection conclusion and submits it to the person who issued the inspection decision for signature and issuance;- The person who issued the inspection decision issues the inspection conclusion within a maximum of 15 days from the date of receiving the inspection result report.

Additionally, the provisions for announcing the inspection conclusions in Vietnam are as follows:

- The person who issued the inspection decision is responsible for organizing the announcement of the inspection conclusion. If necessary, they can authorize the head of the inspection team to announce the conclusion;

- The person who issued the inspection decision or the authorized head of the inspection team notifies in writing the inspected entity about the organization of the announcement of the inspection conclusion;

- The content of the written announcement includes:- Time and place of the announcement;- Composition of participants for the announcement: Inspection team; Head of the inspected agency or unit; Heads of agencies or units tasked with advising on the management of officials and public employees of the inspected entity; other participants as decided by the head of the inspection team and the head of the inspected agency or unit.

- The person who issued the inspection decision or the head of the inspection team reads the full inspection conclusion, clearly stating the responsibilities of agencies, units, and individuals in implementing the conclusion and other recommendations (if any);

- The announcement of the inspection conclusion must be documented in writing and signed by the representative of the inspection team and the representative of the leadership of the inspected agency or unit.

Simultaneously, the inspection conclusion on compliance with the laws regarding recruitment, usage, and management of officials and public employees must be publicly disclosed as stipulated in Article 46 Decree 86/2011/ND-CP dated September 22, 2011, by the Government of Vietnam, detailing and guiding the implementation of certain articles of the Law on Inspection.

More details can be found in Circular 09/2012/TT-BNV, which comes into effect in Vietnam from February 1, 2013.
