Publication and Disclosure of Periodic Report Policies: Regulations and Procedures

On June 29, 2020, the Ministry of Education and Training issued Circular 19/2020/TT-BGDDT stipulating the periodic reporting regulations under the state management scope of the Ministry of Education and Training.

Circular 19/2020/TT-BGDDT stipulates the Responsibilities, contents of publication, and disclosure policies on periodic reports under the management function of the Ministry of Education and Training and the time frame for publication as follows:

Responsibilities and contents of publication and disclosure

- The periodic report regime must be regularly updated, published, and disclosed whenever there is a change in any of the contents of the periodic report policies stipulated.- The unit in charge of drafting the regulatory document defining the periodic report policies is responsible for drafting the Decision to publish the list of periodic report policies under the state management scope of the Ministry of Education and Training according to the template in Annex II issued together with this Circular for submission to the Minister of Education and Training (through the Ministry's Office) for signing and publication.- The contents of the publication of periodic report policies include: Report name, the entities responsible for reporting, the receiving agency, the frequency of reporting, and the regulatory document stipulating the policies.

Time frame for publication

- The minister's decision to publish the periodic report policies must be issued no later than 15 working days from the effective date of the regulatory document defining the periodic report policies.- The decision to publish, once signed and issued, must be publicly posted on the Ministry’s electronic information portal (through the Ministry's Office).
