On September 25, 2020, the Government of Vietnam promulgated Decree 115/2020/ND-CP stipulating the recruitment, use, and management of public employees in Vietnam .

Article 66 of Decree 115/2020/ND-CP regulates the duties and powers for public service providers that partially cover their own recurrent expenditures and those for which the State ensures recurrent expenditures in Vietnam:
- Implement policies of the State towards public employees according to decentralization;
- Carry out recruitment, sign and terminate work contracts, and second public employees according to assignments and decentralization;
- Arrange and assign tasks and inspect the performance of duties of public employees; appoint, reappoint, release from position, relieve from duty, evaluate, train, and foster public employees according to decentralization;
- Implement reward and disciplinary measures for public employees according to authority or propose that competent authorities reward or discipline according to regulations;
- Maintain and retain personal records of public employees under their management according to regulations;
- Resolve resignations and retirements of public employees as per decentralization;
- Sign service contracts with retired public employees;
- Collect statistical data and report to superior agencies and organizations on the quantity and quality of the public employee workforce under their management as per regulations;
- Resolve complaints and denunciations in accordance with the law.
For public service providers that ensure their own recurrent and investment expenditures and those that only ensure their recurrent expenditures, in addition to the aforementioned duties and powers, they have the following additional duties and powers in Vietnam:
- Decide on the job position list, the structure of public employees according to professional titles, and the number of employees as per regulations of the Communist Party and the law;
- Organize exams or consider professional title promotions in accordance with the law and according to assignments and decentralization;- Decide to send public employees to participate in seminars, conferences, surveys, and study tours abroad as per decentralization.
