On May 29, 2024, the Office of the Government of Vietnam issued Official Dispatch 3701/VPCP-KSTT regarding the transition and use of VNeID accounts in implementing administrative procedures.
Implementing the task entrusted by the Government of Vietnam, the Prime Minister of Vietnam, the Office of the Government of Vietnam has executed technical solutions and notified users (Vietnamese citizen accounts) about the transition and use of national electronic identification and authentication accounts (VNeID) on the National Public Service Portal (from January 2024).
To effectively implement this content, and to minimize the impact on the receipt and resolution of administrative procedure dossiers at ministries, central authorities, and local authorities, the Office of the Government of Vietnam respectfully requests Comrade Ministers of Ministries, Heads of ministerial-level agencies, agencies under the Government of Vietnam, Chairpersons of People's Committees of provinces and centrally-run cities, and the General Director of Vietnam Electricity to pay attention and direct affiliated agencies and units to focus on implementing the following contents:
(1) Transition and clean citizen accounts on the administrative procedure resolution information system at ministerial and provincial levels and systems related to the resolution of administrative procedures to VNeID before July 1, 2024, in accordance with Decree 59/2022/ND-CP.
For Vietnamese citizen accounts, the transition is carried out according to the guidance of the Ministry of Public Security. For other accounts (organizations, enterprises, foreigners), the transition will be executed after the issuance of guidelines from the Ministry of Public Security.
(2) Propagate, disseminate, and instruct organizations, individuals performing administrative procedures, and officials and public employees, workers at the one-stop-shop units at all levels, receiving and resolving administrative procedures agencies and units, and provide notifications and instructions on the administrative procedure resolution information system about the transition of accounts on the National Public Service Portal to VNeID from June 15, 2024, including the following contents:
- Citizen account registration and login functions:
Citizens register and log in to accounts on the National Public Service Portal using only VNeID accounts starting from June 15, 2024.
In case of difficulties or issues in registering or logging in to VNeID accounts, it is recommended to contact the Ministry of Public Security (Hotline 1900.0368) for support.
- Eliminate the function of creating citizen accounts for officials at the one-stop-shop section on the National Public Service Portal.
- Accounts of organizations and enterprises on the National Public Service Portal will remain and be used as they currently are and will be transitioned after receiving official guidelines from the Ministry of Public Security.
It is known, according to Article 11 of Decree 59/2022/ND-CP, the entities eligible for electronic identification accounts include:
- Vietnamese citizens aged 14 and over; for Vietnamese citizens under 14 years old or those under guardianship, registration is carried out according to the electronic identification account of their parents or guardians.
- Foreigners aged 14 and over entering Vietnam; for foreigners under 14 years old or those under guardianship, registration is carried out according to the electronic identification account of their parents or guardians.
- Agencies and organizations established or registered to operate in Vietnam.
Compliance with Electronic Identification Account (VNeID) Usage Regulations According to Article 6 of Decree 59/2022/ND-CP, electronic identity holders using electronic identification accounts must comply with the following regulations: - Not to use electronic identification accounts for activities or transactions that violate legal regulations; infringe upon security, national defense, national interests, public interests, and the legal rights and interests of organizations and individuals. - Not to illegally interfere with the operations of the electronic identification and authentication system. |
