Public Security academies and universities in Vietnam must ensure transparency in the admissions

Recently, the Ministry of Public Security issued Circular 03/2010/TT-BCA regulating the implementation of democracy in the work of student recruitment and selection of citizens into the People's Public Security, including regulations on the responsibilities of academies and schools of the People's Public Security to implement democracy in exams and admissions.

Article 5 of Circular 03/2010/TT-BCA specifies the responsibilities of Public Security academies and universities in implementing democracy in the examination and admissions as follows:

- Public Security academies and universities must establish an Admissions Council in accordance with State regulations and the Ministry of Public Security. The school's Admissions Council is responsible for directing the school's admissions in accordance with the law.

- The Public Security academies and universities conducting exams and admissions must ensure the correct subjects, standards, examination areas, procedures, timelines; ensuring objectivity, openness, and transparency according to the correct rules and regulations.

- Members of the Council and the boards under the Admissions Council must not have familial relations (father, mother, spouse, children, siblings, including those of the spouse) with candidates. The Admissions Council must publicly disclose the names of officials involved in organizing the admissions; at exam sites, there must be suggestion boxes for candidates to provide feedback on the admissions and report any violations of admissions regulations. The Admissions Council must take decisive actions and strictly handle officials and candidates who violate admissions rules.

- Strictly implement confidentiality policies regarding the locations, times, personnel involved in exam-related tasks, the preservation of exams, organizing grading, re-evaluations according to the admissions regulations. The grading results and re-evaluations must be publicly posted at the school or on the school's website and notified through score reports to each candidate within the stipulated time. The Admissions Council is responsible for receiving, processing, and resolving all complaints and inquiries from candidates regarding exam results.

- The school's Admissions Council decides the admission score methods according to State and Ministry of Public Security regulations. Publicly announce the exam scores, admission scores, admission results, and the list of admitted candidates (by exam registration number) as per regulations.

- Admitted candidates must be sent admission notices and accepted for enrollment if all procedures, documents, and other conditions are met according to the regulations. For non-admitted candidates, the institutions must send score certificates or notify the reasons for non-admission (in case of selection) in accordance with State and Ministry of Public Security regulations. For candidates who lose their score certificate, the testing institutions are responsible for confirming the scores for them.

- Any errors of the Admissions Council must be promptly resolved and handled to ensure the rights and interests of the candidates.
