The Minister of Education and Training of Vietnam issued Circular 25/2024/TT-BGDDT on December 25, 2024, regarding the Statistical Report Regime in the Education Sector.

According to Article 3 of Circular 25/2024/TT-BGDDT, the content of the statistical report policies in the education sector includes: purpose, scope of statistics, applicable subjects, reporting units, report-receiving units, form codes, reporting period, report submission deadlines, reporting method, and the list, report forms along with explanations for statistical report forms.

(1) Purpose

The statistical report regime for the education sector applies to agencies and units aiming to collect statistical information to meet the requirements of compiling the national statistical indicator system assigned to the Ministry of Education and Training, the education sector's statistical indicator system (issued with Circular 03/2024/TT-BGDDT on March 18, 2024, by the Minister of Education and Training) and to aggregate other statistical information serving management needs of the sector and fields.

(2) Scope of statistics

The data in the reporting system should be within the management scope of the agency or unit responsible for organizing the collection and synthesis of statistical information, including statistical information from subordinate units and units under management.

(3) Applicable subjects

Applicable subjects as prescribed in Article 2 of Circular 25/2024/TT-BGDDT.

(4) Reporting units

The reporting units are agencies or units specifically indicated at the top right corner of each statistical report form.

(5) Report-receiving units

The report-receiving units are the Ministry of Education and Training and are specified at the top right corner of each statistical report form, below the reporting units line.

(6) Form codes

Form codes consist of two parts: numerical and alphabetical. The numerical part is numbered in order of reports, and the alphabetical is abbreviated, specifically: The first group of letters reflects the reporting period (beginning of school year - BN, end of school year - CN, school year - N), the second group reflects the group of statistical indicators of the report.

(7) Reporting period and report deadline:

- The statistical reporting period is a specific time frame when the reporting agency or unit must reflect its activity results in the form of data according to statistical criteria in the report form. The education sector's statistical reporting period is calculated by school year and specifically noted under the name of each statistical report form;

- The report submission deadline is specifically noted at the top left corner of each statistical form;

- Periodic statistical reports:

The statistical reporting period for education is calculated by school year and report deadline is:

+ Reports for preschool education, general education, continuing education, and education for disabilities are conducted twice a year:

++ Beginning of school year report: Reporting time is September 30, report submission deadline is October 30.

++ End of school year report: Reporting time is May 31, report submission deadline is June 30.

+ Reports for higher education, training in preschool education at college and university preparatory levels, are conducted once a year: Reporting time is December 31, report submission deadline is January 31 of the subsequent year.

- Other statistical reports:

Other statistical reports are conducted to help the Minister of Education and Training gather information beyond what is collected and aggregated according to periodic statistical report policies. The content of other statistical reports is conducted based on the Ministry of Education and Training's written request.

(8) Method for preparing and submitting reports

Statistical reports are prepared using the educational sector database software system at https://csdl.moet.gov.vn and https://hemis.moet.gov.vn. Agencies and units extract statistical reports on the database software system into electronic reports (authenticated by the head's digital signature) or print paper copies (signed by the head, stamped) and submit reports as stipulated in each form.

(9) Report forms and explanation of statistical report forms

The statistical report regime in the education sector includes:

- The list of the reporting system policies as stipulated in Appendix I issued along with Circular 25/2024/TT-BGDDT;

- Statistical report forms and explanation of report forms as stipulated in Appendix II issued along with Circular 25/2024/TT-BGDDT.
