Provisions on Reference Weights and Reference Measurements

Circular 09 stipulates that the control weight can consist of one or more weights of 0.5 kg; 1 kg; 2 kg; 5 kg; 10 kg; 20 kg.

The control weight must meet the following requirements:

- Have an error not exceeding 1/1000 of the nominal mass of the weight (or have an accuracy class of M1);- Have been calibrated by a designated calibration organization according to the regulations on measurement law;- Be stored and used according to the manufacturer's instructions.

Additionally, Circular 09 stipulates that the control measurement be conducted as follows:

- Depending on the actual situation, select the mass of goods for control but not exceeding the maximum capacity of the scale used in retail trade;- Select one or more control weights with a mass (or total mass) equal to the mass of goods for control;- Place the control weight(s) on the scale;- Read the scale indication.

In the case of using the scale to sell goods to customers, if the scale indication minus the mass (or total mass) of the control weights is greater than the allowable shortage, then the conclusion is that the measurement in retail trade does not meet the regulatory requirements.

In the case of using the scale to buy goods from customers, if the mass (or total mass) of the control weights minus the scale indication is greater than the allowable shortage, then the conclusion is that the measurement in retail trade does not meet the regulatory requirements.
