Provisions on Packaging, Containers, and Packing of Dangerous Goods Applicable from June 1, 2020

Dangerous goods (hazardous goods) are goods containing dangerous substances when transported on roads or inland waterways that have the potential to harm human life, health, the environment, safety, and national security.

Decree 42/2020/ND-CP stipulates that the packaging, containers, and packing of hazardous goods within the territory of Vietnam must comply with the national standards (TCVN) or national technical regulations (QCVN) corresponding to the type of goods. For types or groups of hazardous goods that do not yet have national standards or national technical regulations, guidelines from the specialized governing Ministry or applicable international standards and technical regulations announced by the specialized governing Ministry shall be followed.

Furthermore, the specialized governing Ministry must announce international standards and regulations for the packaging, containers, and packing of hazardous goods applicable to the type or group of hazardous goods under the Ministry's management.

Additionally, the Decree also stipulates that labels, hazardous symbols, and hazard warnings must comply with the following requirements:

- Labeling of hazardous goods shall be carried out in accordance with the Government of Vietnam's regulations on goods labeling.

- The exterior of each packaging or container of hazardous goods must have hazardous symbols and hazard warnings affixed in an easily observable position. The size, symbols, and colors of the hazardous symbols as prescribed in Section 1 of Appendix III of this Decree.

- Hazard warnings must be in the form of an orange rectangle with the UN number (United Nations code) in the middle. The size of the hazard warnings is as prescribed in Section 2 of Appendix III of this Decree. The hazard warning should be placed below the hazardous symbols.
