Provisions on Issuance and Renewal of Special Protection Certificates

Circular 14 stipulates the replacement and reissuance of Special Protection Papers in the following cases:

- Special Protection Paper is damaged, torn, or unusable and can be replaced.- Special Protection Paper is lost and can be reissued.

Regarding the authority to issue, replace, reissue, assign, recall, and destroy Special Protection Papers:

- The Minister of Public Security decides on the issuance, replacement, reissuance, and destruction of Special Protection Papers.- The Commander of the Guard Command, the Director of the Military Security Protection Department decides on the assignment and recall of Special Protection Papers within their management scope.

Additionally, Circular 14 also stipulates the procedures for issuing, replacing, and reissuing Special Protection Papers as follows:

- The Military Security Protection Department prepares a list of individuals eligible for the issuance, replacement, reissuance of Special Protection Papers, accompanied by an Official Dispatch requesting the Guard Command.- The Guard Command compiles a list of individuals eligible for the issuance, replacement, reissuance of Special Protection Papers from the Guard Command and the Military Security Protection Department and submits it to the Minister of Public Security for consideration and decision on the issuance, replacement, and reissuance of Special Protection Papers.
