Provisions on Awarding the Title of "Grassroots Emulation Soldier" Annually

- Meet the standards for the title of "Advanced Worker" or "Advanced Soldier";- Have initiatives to increase labor productivity, improve work efficiency recognized by the base, or have scientific research projects that have been accepted and applied at agencies, organizations, units, or demonstrate ingenuity and creativity in combat, service in combat, and excellently complete tasks recognized by the unit.

Note: The rate of individuals recognized for the title "Grassroots Emulation Soldier" is determined by the ministry, branch, province, or central mass organization based on practical conditions, ensuring no more than 15% of the total number of individuals achieving the "Advanced Worker" or "Advanced Soldier" title.

For the title “National Emulation Soldier”, it is considered for individuals with the most outstanding achievements selected from those who have consecutively achieved the title of Emulation Soldier at the ministry, branch, province, or central mass organization level twice.

Among these, the initiative or scientific research project used as the basis for considering the award of the “National Emulation Soldier” title must be applied in practice with high effectiveness and have a nationwide impact. The ingenuity and creativity in combat, service in combat (for the Armed Forces) must also achieve high effectiveness and have a nationwide impact.

The recognition of the effectiveness of application and impact of initiatives, scientific research projects is reviewed and recognized by the head of the ministry, branch, province, or central mass organization. The recognition of ingenuity, creativity in combat, service in combat, and scope of influence is reviewed and recognized by the Minister of Public Security or the Minister of Defense.

For the title of Emulation Soldier at the ministry, branch, province, or central mass organization level, it is awarded to individuals with outstanding achievements selected from those who have consecutively achieved the title of "Grassroots Emulation Soldier" three times.

The initiatives, scientific research projects as the basis for awarding the title of Emulation Soldier at the ministry, branch, province, or central mass organization level are reviewed and recognized by the head of the ministry, branch, province, or central mass organization. The ingenuity and creativity in combat, service in combat are reviewed and recognized by the Minister of Public Security or the Minister of Defense.
