Below is the noteworthy content mentioned in Circular 110/2014/TT-BQP issued by the Ministry of National Defense promulgating the regulation on management, provision, and use of Internet services within the Vietnam People's Army.
Circular 110/2014/TT-BQP stipulates that enterprises providing Internet services wishing to supply Internet services within the Army must submit dossiers to the Department of Information Technology/General Staff, including:
- Certified copy of the Telecommunications Service Provision License for Internet services issued by the Ministry of Information and Communications;- Application for providing Internet services within the Army.
Subsequently, the Department of Information Technology/General Staff shall receive the dossier and cooperate with relevant functional agencies to assess the dossier. Within 30 (thirty) working days from the date of receipt of the complete dossier, the Department must submit it to the Minister of National Defense for review and decision.
- In the event the Minister of National Defense does not grant the license, the Department of Information Technology/General Staff must notify in writing and state the reasons for the enterprise seeking the license to be aware.
Additionally, Circular 110 also stipulates the following responsibilities for enterprises providing Internet services within the Army:
- Develop registration forms for using Internet services for agencies and units within the Army.- Develop specific information security policies to apply for agencies and units within the Army.- Monitor, inspect, rectify, and support troubleshoot Internet network and information system incidents within the Army’s agencies and units.
