This is a noteworthy content in Decree 92/2020/ND-CP issued by the Government of Vietnam, stipulating the provincial-level reserve training facilities on August 17, 2020.

Article 9 of Decree 92/2020/ND-CP stipulates that the shooting ranges and training grounds of the provincial reserve force training facilities shall be renovated and constructed, including the following:
- Shooting ranges;
- Tactical training and exercise grounds;
- Infantry and local military combat training grounds;
- Specialized technical and tactical training grounds;
- Training areas for drills, physical fitness, and sports activities; specialized classrooms.
Note: These shooting ranges and training grounds must ensure a cohesive design, optimizing their functionality, and meet the requirements for reservist forces training. The training facilities may utilize provincial shooting ranges (if available), regional shooting ranges, or national shooting ranges within the area.
Additionally, training facilities lacking structures as stipulated in Article 8 and Clauses 1, 2, 3 of Article 9 of Decree 92/2020/ND-CP, the provincial military authority, in cooperation with local departments, committees, and agencies, shall formulate plans, land use plans, renovation projects, and investment proposals to submit to competent authorities for consideration and decision.
Moreover, the budget for renovation and construction of training facilities includes the local budget to ensure funding for the renovation and construction of training grounds, drill grounds, barracks, and auxiliary works serving the training of reservist units; the central budget provides targeted support based on balancing capabilities for localities receiving additional funding from the central budget.
