4. List of greenhouse gas emission establishments that must conduct a greenhouse gas inventory in the construction industry in Appendix IV;

5. List of greenhouse gas emission establishments that must carry out greenhouse gas inventory in the natural resources and environment sectors in Appendix V.

6. List of greenhouse gas emission establishments that must conduct greenhouse gas inventory in the agriculture and rural development sectors in Appendix VI.

Implementation organization

The Ministry of Natural Resources and Environment presides and coordinates with the Ministries of Industry and Trade, Transport, Agriculture and Rural Development, Construction and Provincial People's Committees pursuant to the provisions of the Law on Environmental Protection, Decree 06/2022/ND-CP of the Government to review, update, amend, and supplement the list of fields and establishments emitting greenhouse gases that must conduct a greenhouse gas inventory and submit it to the Prime Minister for a decision to update the list according to regulations.

Establishments that emit greenhouse gases must carry out a greenhouse gas inventory as prescribed in Article 1 and proactively provide relevant information to the Ministry of Natural Resources and Environment to review total energy consumption, operating capacity; On that basis, the Ministry of Natural Resources and Environment synthesizes and reports to the Prime Minister for consideration and decision on adjusting and updating the list.

People's Committees of provinces and centrally run cities:

+ Direct affiliated specialized agencies to notify greenhouse gas emitting establishments to inventory greenhouse gases in the area in the list in the Appendix attached to this Decision; Organize the management and review of energy consumption data, capacity, and scale of facilities on the list of greenhouse gas emitters that must conduct a greenhouse gas inventory of the year before the year of review;

+ Update the list of greenhouse gas emission establishments that must inventory greenhouse gases in the area and send it to the Ministry of Natural Resources and Environment and relevant field management ministries.

Ministers of Natural Resources and Environment, Industry and Trade, Transport, Agriculture and Rural Development, Construction and Chairman of the Provincial People's Committee are responsible on accuracy, consistency, fairness, and transparency in updating and adjusting the list in accordance with international commitments that Vietnam participates in, consistent with the conditions and situation of economic and social development and create favorable conditions for organizations and businesses to implement.
