Proposed criteria to identify talented people in Vietnam

This is the content mentioned in the draft Decree stipulating policies to attract and utilize talented people in state administrative agencies and public service units.

Talented people, in addition to meeting the requirements specified in Article 3 of this Decree, must also meet the following criteria:

(1) For officials, civil servants, and public employees holding leadership and management positions

- Have the ability to direct and organize excellent implementation of assigned tasks, propose breakthrough initiatives and solutions in each industry and field;

- Have confidence, courage, clear opinions, decisiveness, dare to think, dare to do, and dare to take responsibility for the common good;

- Have the ability to gather, gather, and promote the intelligence, capacity, and strengths of cadres, civil servants, and public employees;

- The agency, organization, or unit assigned to be in charge always successfully completes assigned tasks for at least 3 consecutive years and achieves achievements that have a positive impact and influence on the development of the industry, field, locality, or country.

(2) For civil servants, public employees, and workers who do not hold leadership or management positions

- Proficient and mastery of professional expertise and understanding of other fields related to the industry or field in which you are working; Have the ability to advise and plan policies and strategies for industries, fields, and localities;

- Be proactive, creative, and have a high sense of responsibility in performing tasks; have scientific working methods;

- Ability to work independently and coordinate well with colleagues in performing tasks and public duties;

- Always complete tasks well or excellently according to assigned responsibilities and tasks and have positive results and achievements that impact the development of the industry, field, locality, or country.

(3) For attracted objects

- Have strong political will; standards of ethics and lifestyle; have a patriotic spirit; have confidence, career aspirations, and the desire to contribute to the cause of building and developing the country;

- Have outstanding thinking, creative capacity, and an innovative spirit; Deep understanding of expertise; capable of absorbing, inheriting, and promoting the essence of the nation and humanity;

- Create material or spiritual products that have a strong influence, promote development, change the face of industries, fields, countries, and people, and are recognized by domestic or international organizations.

Conditions for considering and identifying talented people in Vietnam

Officials and civil servants, and employees who meet the requirements and criteria specified in Article 3 and Article 7 of the draft Decree and the following conditions will be registered for consideration and identified as talented people:

- Have worked continuously in public service activities or professional activities for 5 years or more;

- Be assessed by the competent classification authority for successfully completing tasks continuously for the last 3 years;

- Achieve achievements and merits as required by the industry, field, and locality as prescribed by the head of the management agency;

- Be confirmed by the head of the employing agency that it meets the criteria of a talented person and requested to be considered and recognized by the head of the management agency.

**For attracted audiences:

- Have worked in the appropriate industry or professional field according to the requirements of the industry, field, or locality for 3 years or more;

- Meet recruitment conditions according to the provisions of the law on cadres, civil servants, and public employees;

- Have projects and research products that have been applied in practice and have been evaluated for appropriate effectiveness according to the requirements of the industry, field, and locality;

- Be certified by the head of the agency employing cadres, civil servants, and public employees to meet the criteria of talented people and request consideration and recognition by the head of the agency managing cadres, civil servants, and public employees.

Individuals, agencies, organizations, and units have the right to nominate and introduce people who meet the requirements, criteria, and conditions for identifying talented people with the heads of agencies that employ officers, civil servants, public employees, and workers and are responsible for their recommendations and introductions.

The head of the agency uses cadres, civil servants, public employees, and workers to recommend and introduce the subjects to be attracted, and cadres, civil servants, public employees, and workers within the scope of management meet the requirements, criteria, and conditions for identifying talented people, with the head of the management agency reviewing, selecting, and recognizing talented people.
