Below is the content of the draft Decree proposing the continued exemption of licensing fees for electric cars in Vietnam until February 28, 2027.

Recently, the Ministry of Finance announced a draft Decree amending and supplementing certain articles of Decree 10/2022/ND-CP dated January 15, 2022, by the Government of Vietnam on licensing fees.
The proposal suggests amending and supplementing point c, clause 5, Article 8 of Decree 10/2022/ND-CP concerning the licensing fee rate for electric cars as follows:
Amendment and supplementation to point c, clause 5, Article 8 of Decree No. 10/2022/ND-CP dated January 15, 2022, of the Government of Vietnam on licensing fees, as follows:
"c) Battery-powered electric cars: From the date the Decree comes into effect until February 28, 2027, the first-time licensing fee is 0%."
Currently, the licensing fee rate for battery-powered electric cars under Decree 10/2022/ND-CP is regulated as follows: Battery-powered electric cars: - Within 3 years from the date March 1, 2022, when it comes into effect: the first-time licensing fee rate is 0%. - In the following 2 years: the first-time licensing fee rate is 50% of the fee for cars running on gasoline or diesel with the same seating capacity. |
Thus, the draft Decree proposes applying a 0% licensing fee rate for electric cars under Decree 10/2022/ND-CP (set to expire on March 1, 2025) extending until February 28, 2027.
- Organizations and individuals shall declare and pay licensing fees according to the law on tax administration when registering ownership or usage rights of the property with competent state agencies.
- Electronic data on payment of licensing fees via the State Treasury, commercial banks, or intermediary payment service providers, digitally signed by the General Department of Taxation, and uploaded to the National Public Service Portal have the same value as paper documents for traffic police, environmental resources agencies, and other competent state agencies connected with the National Public Service Portal, to access and exploit data for the resolution of administrative procedures related to registration of ownership and usage rights of the property.

On July 22, 2024, the Minister of Finance promulgated Decision 1707/QD-BTC in 2024, adjusting and supplementing the Table of licensing fee valuation for cars and motorcycles issued under Decision 2353/QD-BTC dated October 31, 2023, and Decision 449/QD-BTC dated March 15, 2024.
The licensing fee valuation for VinFast electric cars is updated as follows according to Decision 2353/QD-BTC of 2023 and Decision 1707/QD-BTC in 2024 detailed as follows:
