The Ministry of Justice of Vietnam issued Decision 425/QD-BTP on March 21, 2023, approving the Ministry of Justice's plan to implement Decision 25/2021/QD-TTg, tasks of the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction in the 2021–2025 period in 2023.
The Ministry of Justice of Vietnam has set out the contents and tasks to implement the Action Plan of Decision 25/2021/QD-TTg and the tasks of the National Target Program on building new rural areas in 2023. As follows:
Specifically, in Decision 425/QD-BTP, the Ministry of Justice requested to research, survey, and propose to build software for management, grading, evaluation, and recognition of commune-level standards of legal access.
In there:
- Unit in charge: Department of Legal Dissemination and Education.
- Coordinating unit: Information Technology Department, a number of other related agencies and units.
- Implementation time: Quarter II-IV/2023.
- Results, products: research reports, software development proposals.
For the implementation of point guidance on assessment and recognition of commune and district levels meeting the legal approach standards (selecting a number of localities, a number of criteria, and criteria for implementing point guidance), the Ministry of Justice recommends:
(1) Develop a number of documents to serve the implementation of directing points, support localities in implementing a number of criteria and targets.
- Implementation time: Quarter I-IV/2023.
- Products: Brochures, infographics, skits, videos, clips of electronic lectures, tutorials...
(2) Organize professional training in assessment and recognition of commune levels meeting the legal access standards in the guiding localities.
- Implementation time: Quarter II-III/2023.
- Products: Documents, training conferences.
(3) Evaluation of the results of the performance of directing points.
- Implementation time: Quarter IV/2023.
- Product: Report the results.
According to Decision 425/QD-BTP, in order to inform and communicate about the situation, results, and solutions to improve the effectiveness of assessment and recognition of commune and district levels meeting the legal access standards, the Ministry of Justice requires :
- Develop and implement communication programs on newspapers, radio, and mass media at the central level to continue to raise awareness and responsibility among agencies and units about the meaning, purpose, and assessment and recognition of commune and district levels meeting the standards of legal access.

+ Coordinating unit: Newspapers, radio, mass media, and related agencies and units.
+ Implementation time: Quarter II-IV/2023.
+ Products: Reportage, talk show, newsletter, communication program.
- Write news and articles on Newspapers, Ministry of Justice's web portal, an information portal/page for disseminating, educating, and communicating legal documents, regulations related to assessment and recognition of commune and district levels meeting the standards of legal access; the implementation of criteria and targets; results at commune and district levels meeting the standards of legal access; obstacles and difficulties in institutional and implementation organizations, and new policies and documents on new rural construction.
