1. Proposal to amend allowances for concurrent positions in Vietnam

Specifically, the Politburo requested to complete the review and arrangement of titles and positions according to management decentralization; formulating and promulgating a salary table for positions to ensure uniformity and consistency with the list of titles, leadership positions, and equivalents of the political system from the central to grassroots levels, amending allowances for concurrent titles.

Reasonable adjustment of regimes and policies towards cadres, civil servants, and people working part-time at the commune, village, and residential group levels; stipulate the number of commune-level cadres and civil servants suitable to the size, population, and requirements of socio-economic development.

Having appropriate mechanisms and policies for those directly affected by the process of reorganizing and consolidating the organizational apparatus and downsizing the staff; preparing resources; and having an appropriate roadmap to implement the salary policy according to Resolution 27-NQ/TW of the 12th Party Central Committee.

Researching and promulgating preferential policies to detect, attract, and use talents to work in the political system.

2. Amendment of regulations on arrangement of specialized agencies under provincial and district People's Committees in Vietnam

It is necessary to continue to strengthen the internal organization of agencies, units, and organizations in the direction of lean; reviewing, supplementing, and completing the functions, tasks, powers, and working relationships of each agency or organization ensure to overcome the situation of overlapping, duplication, or omission of functions and tasks among agencies and organizations in the political system;

Resolutely transferring to enterprises and social organizations the responsibility to undertake public administrative tasks and services that the State does not necessarily perform.

Amending and supplementing regulations on the number of deputies in agencies and organizations of the political system; regulations on the arrangement of specialized agencies under the People's Committees of provinces and districts in accordance with reality.

3. To concretize resolutions of Party committees and organizations at all levels in Vietnam

The Politburo requested to concretize resolutions of party committees and organizations; The Party's policy on organizational structure, payroll, management of civil servants and public employees, encouragement and protection of dynamic and creative cadres for the common good; and ensuring timely, synchronous, and unified communication.

Continuing to decentralize and decentralize rationally between the central and local levels, between superiors and subordinates, attaching authority to responsibility, and clearly stipulating the mechanism of decentralization and authorization.

Perfecting the power control mechanism in such a way that all power is controlled; ensuring that all activities of agencies, units, organizations, and individuals strictly comply with the principles of democratic centralism, publicity, transparency, and efficiency.

4. To organize the implementation of the Politburo's request at Conclusion 50-KL/TW

To organize the implementation of the Politburo's request at Conclusion 50-KL/TW dated February 28, 2023 as follows:

- Provincial Party Committees, Party Committees, Party Committees, Party Personnel Committees, Party Unions, Party Committees directly under the Central Government, central agencies and non-business units implement this Conclusion; Have a plan, determine what needs to be done right away, clear the roadmap, and assign implementation.

- The National Assembly Party Committee and the Government Party Personnel Committee shall lead and direct the review, amendment, supplement, and completion of legal documents to implement Conclusion 50-KL/TW.

- The Government Party Committee shall lead and direct the preliminary review of the pilot implementation and perfect the organization of the general urban government model in the whole country.

- The Central Organizing Committee advises and promulgates relevant documents; assumes the prime responsibility for, and coordinates with relevant agencies in regularly urging, inspecting, and supervising the implementation of Conclusion 50-KL/TW; and periodically reports to the Politburo.
