To enhance the work of maintaining order and traffic safety for road transport business activities in the new situation and contribute to curbing and reducing traffic accidents, in Directive 23/CT-TTg dated July 26, 2024, the Prime Minister of the Government of Vietnam requires the Ministry of Transport to cooperate with ministries and central authorities and relevant agencies to focus on reviewing and promptly amending, supplementing, and completing regulations on traffic order and safety, ensuring consistency with the Law on Road Traffic Order and Safety and the Road Law. To be specific:
- Researching and proposing suitable penalty adjustments corresponding to the severity of certain high-risk behaviors that are direct causes of traffic accidents or pose significant risks to transport infrastructure.
- Researching and proposing additional penalty forms such as temporarily revoking the transport business licenses of entities that employ drivers who test positive for drugs and other banned substances as per legal regulations; drivers who test positive for drugs will not only face administrative fines but also have their driving licenses revoked and will need to retake the test to obtain a new license if they meet the health requirements set by the Ministry of Health; specifying mechanisms for coordinated, strict, and effective management and monitoring of vehicles from which badges have been revoked through a software system; studying regulations on refusing to inspect vehicles with revoked transport badges but still operating in business; revoking business certificates for transport business entities that repeatedly violate traffic order and safety regulations.
- Amending and supplementing regulations on oversized, overloaded vehicles, vehicles transporting oversized and overweight goods, unified regulations on administrative penalties in the road sector, ensuring compatibility with the Road Law and the Law on Road Traffic Order and Safety when they take effect; clearly defining non-detachable goods, oversized and overweight goods, and the issuance of specific operating permits for each type of goods, vehicles transporting non-standard Containers, cut-top Containers, etc., to strictly manage when vehicles participate in traffic, avoiding the situation of abusing special operating permits to transport incorrect goods, participating in traffic on non-designated routes, causing traffic safety issues; coordinating to propose regulations related to guidance on personnel and support vehicles for the above-mentioned cases.
- Adding mandatory regulations on warning devices for cases where vehicles encounter problems and need to stop or park temporarily for each type of road vehicle, especially transport business vehicles; regulations on reflective warnings, ensuring uniformity, easy recognition, sufficient quantity, and appropriate distances before the warning location; reflective vests for drivers and service personnel on the vehicle when handling problems at night, during darkness, or in limited visibility situations such as fog or rain.
