The Government of Vietnam requests the Ministry of Home Affairs to propose a suitable, feasible, and effective roadmap for salary reform, ensuring fairness, equality, and harmony among subjects, stability, and no major disruption.

Regarding this matter, LawNet would like to answer as follows:
On June 5, 2024, the Government of Vietnam issued Resolution 82/NQ-CP at the regular Government meeting in May 2024.
The Government requests the Ministry of Home Affairs to lead and coordinate with relevant agencies and localities in carrying out the following:
- Continuously urge localities to expedite the completion of documents submitted to the Government regarding the plan to reorganize district-level and commune-level administrative units; urgently review and evaluate the plans of localities and serve the activities of the members of the Steering Committee for the implementation of the reorganization of district-level and commune-level administrative units in the 2023–2030 period in the assigned areas. Summarize difficulties and obstacles and promptly provide instructions within their jurisdiction or propose relevant central ministries and agencies to resolve according to their assigned functions and tasks; in cases of exceeding jurisdiction, report to the Prime Minister. Instruct localities to fully organize their institutions and resolve redundancies concerning officials, civil servants, employees, and workers in agencies, organizations, and units at district and commune-level administrative units formed after the reorganization according to the current regulations.
- Lead and coordinate with the Ministries of Finance, Labor - Invalids, and Social Affairs to urgently complete the dossier reporting to the Party Central Committee on salary policy reform, pension adjustment, social insurance benefits, benefits for those with revolutionary contributions, and social assistance; propose the implementation of salary reform with an appropriate, feasible, and effective roadmap; ensure fairness, equality, harmony among different subjects, stability, and minimal disruption.
- Expedite the completion of documents and submit them to the Prime Minister to issue a Decision on the implementation plan for the Campaign to Eliminate Temporary and Dilapidated Houses nationwide from now until 2025.
- Effectively guarantee the freedom of belief, religion, and the Party's policies and guidelines on religion; do not leave any gaps in the management and handling of religious issues, and prevent malicious forces from exploiting defamation and distortion.
- Coordinate closely with ministries, agencies, and localities to review and reorganize public career units to streamline organizations and streamline staffing in accordance with the spirit of Resolution No. 6 of the 12th Party Central Committee, resolutions of the National Assembly, directives of the Government, the Prime Minister, and the Steering Committee for Renewal and Organization of the apparatus of ministries, central agencies, and agencies under the Government. Urgently urge ministries and agencies to build decisions of the Prime Minister to issue a list of public career units under the Ministry's jurisdiction; review for ministries and agencies to improve draft documents submitted to the Prime Minister for consideration and decision-making.
According to Resolution 27-NQ/TW in 2018, the following factors are used to develop the new salary scale:
- Abolish the current basic salary level and salary coefficient, and construct the basic salary level based on a specific amount in the new salary scale.
- Implement uniform labor contract regime according to the provisions of the 2019 Labor Code (or service contract) for those performing surplus and service jobs (requiring training below intermediate level), not applying the civil servant salary scale for these subjects.
- Determine the minimum salary level of civil servants in the public sector as the salary level of those performing jobs requiring intermediate-level training (grade 1), not lower than the minimum salary level of trained labor in the business sector.
- Expand the wage relationship as a basis for determining specific salary levels in the salary system, gradually approaching the wage relationship in the business sector that is appropriate to the state's resources.
- Improve the regular salary increment regime and the advance salary increment regime for officials, civil servants, employees, and armed forces in accordance with the provisions of the new salary scale.
