Proposal on some specific policies to recruit English, IT, and Art teachers in Vietnam

Implementing Resolution 75/2022/QH15 on questioning activities at the 4th Session of the 15th National Assembly, the Ministry of Education and Training (GDĐT) is researching and developing a draft report to the Prime Minister on the proposal to develop a Resolution of the National Assembly proposing a number of specific policies to recruit teachers to teach new subjects (English, Information Technology, and Arts) to implement the 2018 General Education Program.

To have a basis for proposing policies as required by Resolution 75/2022/QH15 of the National Assembly, the Ministry of Education and Training requests the People's Committees of provinces and cities to coordinate and give opinions on the contents according to the Appendix attached to this Official Dispatch.

Currently, the Ministry of Education and Training is planning to propose "allowing localities that lack teachers, have payroll, but lack recruitment resources to recruit students/teachers with pedagogical college diplomas." or have a college diploma and a pedagogical training certificate to teach English, Information Technology, and Art subjects according to the 2018 General Education Program.

- Policy content: Allows recruiting students and teachers with a pedagogical college diploma (or a college diploma and a pedagogical training certificate) to train in English, Informatics, Music, Fine arts to teach these subjects at the elementary, middle, and high school levels according to the 2018 General Education Program after being recruited, these teachers must participate in the standard improvement roadmap to meet training standards as prescribed in the Law on Education 2019.

- The recruitment process for this subject is carried out in accordance with Government regulations. Regimes and policies after recruitment apply the regulations of the Government and the Ministry of Education and Training.

- Regarding the scope of implementation and application time: The recruitment of this subject will be carried out until the end of 2028 (2 years before the end of the roadmap to raise training standards as prescribed in Decree 71/2020/ND-CP of the Government to ensure training standards according to the Law on Education 2019 by 2030).

In addition, on the basis of practice in the process of implementing current regulations of the Law on Public Employees, the Law on Education 2019 and legal documents on recruitment and use of public employees (including Education sector officials) and the implementation of the 2018 General Education Program, the Ministry of Education and Training requests localities to propose a number of specific mechanisms and policies for recruiting English, Informatics, and Art teachers who have met training standards as prescribed in the Law on Education 2019 to attract and supplement recruitment sources for these subjects.

The unit's written opinions should be sent to the Ministry of Education and Training (through the Department of Teachers and Educational Management Officers), No. 35 Dai Co Viet, Le Dai Hanh Ward, Hai Ba Trung District, Hanoi before October 24, 2023.
