The Committee for Ethnic Minority Affairs issued Official Dispatch 1773/UBDT-CSDT dated October 24, 2022, on reviewing, adjusting, and supplementing the list of communes and villages in ethnic minority and mountainous areas.

To report to the Prime Minister and the Minister and Chairman of the Ethnic Minority Committee of Vietnam on the list of villages in ethnic minority and mountainous areas in the 2021–2025 period, the Committee for Ethnic Minority Affairs requested the provincial People's Committee to direct the relevant agencies. related to the implementation of some of the following content:

Review the list of communes and villages in ethnic minority and mountainous areas of Vietnam in the 2021-2025 period.

- Review the list of communes and villages in ethnic minority and mountainous areas of Vietnam in the 2021–2025 period.

The results are recorded in Appendix 01.

- Review of communes in Region III and Region II approved in Decision 861/QD-TTg dated June 4, 2021 by the Prime Minister, which have so far been recognized as meeting new rural standards.

The results are recorded in Appendix 02.

- Review communes and villages split, merged, or newly established and propose to identify areas for communes and special conditions for villages after merger.

The results are recorded in Appendix No. 03 and No. 04.

- Review the proposal to adjust the names of communes and villages approved in Decision 861/QD-TTg and Decision 612/QD-UBDT (including communes or villages that have not changed their names, but have changed due to the adjustment of administrative boundaries of districts or communes). The results are recorded in Appendix 05.

The review results shall be sent to the Committee for Ethnic Minority Affairs before November 28, 2022 for summarization, appraisal, consultation with relevant ministries and branches, and report to the Prime Minister for consideration and decision.

List of Vietnamese communes and villages in ethnic minority and mountainous areas of Vietnam for the years 2021-2025

- List of communes in regions III, II, and I that belong to ethnic minorities or are in mountainous areas for the period 2021–2025, promulgated alongside Decision 861/QD-TTg dated June 4, 2021.

Specifically, there are 3,434 communes belonging to ethnic minorities and mountainous areas in 51 provinces and centrally run cities, including 1,673 communes in Area I, 210 communes in Area II, and 1,551 communes in Area III.

- List of villages with special difficulties in ethnic minority and mountainous areas for the period 2021-2025, issued together with  Decision 612/QD-UBDT dated September 16, 2021.

Specifically, there are 13,222 villages with special difficulties, including: 11,179 villages in zone III communes; 736 villages in area II communes; 1,184 villages in zone I communes; and 123 villages in communes with villages belonging to ethnic minority and mountainous areas in 41 provinces and centrally run cities.
