The Ministry of Industry and Trade of Vietnam is seeking public opinion on the draft Circular stipulating the list of scraps suspended from temporary import, re-export, and merchanting in Vietnam.

* Scope of Application
Pursuant to Article 2 of the draft Circular, the scope of application of the draft Circular is as follows:
- Traders participating in temporary import, re-export, and merchanting operations.
- Organizations and agencies managing temporary import, re-export, and merchanting operations.
- Other agencies, organizations, and individuals related to temporary import, re-export, and merchanting operations.
* Issuance of the List of scraps suspended from temporary import, re-export, and merchanting
- Issuance of the List of scraps suspended from temporary import, re-export, and merchanting in the Annex attached to this draft Circular.
- The list of scrap specified in the Annex attached to this draft Circular does not apply to the case of transit trade operations in the form of goods being transported directly from the exporting country to the importing country without passing through Vietnamese borders.
* Effective Date
The effective date of this draft Circular is proposed to be from January 1, 2025, to December 31, 2029.
The List of scraps suspended from temporary import, re-export, and merchanting issued in the Annex attached to this draft Circular specifies the categories of scrap temporarily suspended for these operations.
Compiled based on the List of Vietnam's Export and Import Goods issued with Circular 31/2022/TT-BTC dated June 8, 2022, by the Minister of Finance. In cases where a 4-digit code is listed, the provisions of this Circular apply to all 8-digit codes within that 4-digit group.
