Circular 22/2015/TT-BTNMT regulates environmental protection in the use of drilling fluids; waste management and environmental monitoring for offshore petroleum activities issued by the Minister of Natural Resources and Environment on May 28, 2015.

Circular 22/2015/TT-BTNMT stipulates that before using non-aqueous drilling fluids, the oil and gas organization must submit a dossier requesting the use of non-aqueous drilling fluids to the Office of Receiving and Returning administrative procedure results of the Ministry of Natural Resources and Environment. The dossier includes:
- A written request for the use of non-aqueous drilling fluids, specifying the mandatory reasons for using the non-aqueous drilling fluids, the plan for usage, the treatment plan, and the monitoring measures according to the form in Appendix 1 of this Circular;- In the first instance non-aqueous drilling fluids are used in Vietnam: the dossier must include the original Analysis Results of non-aqueous drilling fluids according to the regulations of the National Technical Regulation on drilling fluids and drilling waste from offshore oil and gas projects. The experiments conducted under Vietnam's environmental conditions must be carried out by a laboratory certified by the Ministry of Natural Resources and Environment for environmental monitoring service activities or a laboratory accredited for quality;- Other relevant documents related to non-aqueous drilling fluids (if any);- Within 03 (three) working days from the date of receipt of the dossier, the General Department of Environment is responsible for notifying the organization or individual to supplement and complete the dossier if it is incomplete or invalid according to regulations;- Within 10 (ten) working days from the date of receipt of the complete and valid dossier, the General Department of Environment shall seek opinions from the General Department of Seas and Islands of Vietnam on the dossier requesting the use of non-aqueous drilling fluids, review the dossier, and the opinion of the General Department of Seas and Islands of Vietnam, and issue a written response to the oil and gas organization regarding the use of non-aqueous drilling fluids. The content of such a response shall clearly state approval or disapproval.
