Proposal Dossier for Commendation According to Simplified Procedures

Accordingly, Circular 01 stipulates the following cases that meet all the following conditions to be recommended for awards under a simplified procedure:

- Awards for political purposes, promptly motivating and encouraging the public;- Individuals and collectives that achieve extraordinary outstanding achievements in work, labor, and study;- Clear achievements and contributions.

The consideration and recommendation for awards under a simplified procedure are conducted immediately after the collective or individual achieves extraordinary outstanding achievements.

At the same time, Circular 01 also stipulates that the recommended dossier for state-level awards under a simplified procedure includes:

- A proposal from the head of the agency or unit, accompanied by a list of collectives and individuals recommended for awards;- A summary of the achievements of the directly managing agency or unit clearly stating the actions, achievements, and contributions of the collectives and individuals recommended for awards under a simplified procedure (05 original copies: 01 copy kept at the agency or unit; 04 copies sent to the Supreme People's Court).

Additionally, the recommended dossier for awards under the authority of the Chief Justice of the Supreme People's Court under a simplified procedure as stipulated by Circular 01 includes:

- A proposal from the head of the agency or unit, accompanied by a list of collectives and individuals recommended for awards;- A summary of the achievements of the directly managing agency or unit clearly stating the actions, achievements, and contributions of the collectives and individuals recommended for awards under a simplified procedure (02 original copies: 01 copy kept at the agency or unit; 01 copy sent to the Supreme People's Court).

The recommended dossier for awards under the authority of the Chief Justice of the High People’s Court, Chief Justice of the Provincial People’s Court under a simplified procedure includes:

- A proposal from the head of the unit assisting the head of the agency in charge of emulation and commendation work, accompanied by a list of collectives and individuals recommended for awards;- A summary of the achievements of the directly managing unit clearly stating the actions, achievements, and contributions of the collectives and individuals recommended for awards under a simplified procedure.
