1. Purpose of propaganda against corruption and negativity of Ministry of Transport of Vietnam

- In order to promptly, effectively, and concretely implement the Resolution of the 13th Party Congress, the Party's guidelines, the State's laws, and the guiding documents of the Party Personnel Committee, the Minister of Transport issued an anti-corruption work directive to all cadres, party members, civil servants, public employees, and employees in the Ministry of Transport; especially Resolution 50-NQ/BCSD dated October 5, 2022, of the Party Personnel Committee of the Ministry of Transport, and Decision 1504/QD-BGTVT dated November 14, 2022.

- Further improving the roles and responsibilities of the Party committees, heads of agencies, organizations, units, and enterprises in directing the implementation and implementation of anti-corruption work; creating positive and substantive changes in the awareness and actions of the entire political system of the Ministry of Transport in anti-corruption work.

- Being more drastic in the implementation of anti-corruption measures and solutions in line with the specific management characteristics of the Ministry of Transport and having each agency, organization, unit, and enterprise minimize corruption and negativity, contribute to the protection of cadres, and build a contingent of cadres to meet the requirements of tasks in the current period.

2. Propaganda on anti-corruption in Vietnam

- Heads of agencies, organizations, units, and enterprises under the Ministry must take the main responsibility for improving the quality and effectiveness of propaganda, dissemination and implementation of its contents in their agencies, organizations, units, and enterprises.

- The organization of propaganda and dissemination of anti-corruption work must be rich in content, diverse in form, and suitable for each object, position, and field of work, ensuring practicality, avoiding formality.

3. Contents of propaganda against corruption and negativity of Ministry of Transport of Vietnam

- Propagating and thoroughly grasping the contents of the Resolution of the 13th Party Congress, the guidelines, guidelines, and viewpoints of the Party and the State's laws on anti-corruption work; especially the Notice of Conclusion 12-TB/TW, dated April 6, 2022, of the Politburo on continuing to strengthen the Party's leadership in anti-corruption work; and Instruction 25-HD/BCDTW, dated August 1, 2022, of the Central Steering Committee on Anti-corruption, provides guidance on some contents on the prevention and control of negative ... associated with the construction and rectification of the Party and the political system; resolutely prevent, push back, and strictly handle cadres and party members who have degraded in political ideology, morality, and lifestyle, manifesting "self-evolution", "self-transformation"; resolutely make decisions in the discipline of the Party organization and its members.

- Propagating the Law on Anti-corruption 2018; Decree 59/2019/ND-CP; and Decree 130/2020/ND-CP.

- Propagandizing and disseminating the content of General Secretary Nguyen Phu Trong's book "Resolutely and persistently fighting against corruption and negativity, contributing to building an increasingly clean and strong Party and State. ".

- Disseminating and thoroughly grasping Resolution 50-NQ/BCSD dated October 5, 2022 of the Party Personnel Committee of the Ministry of Transport to continue strengthening anti-corruption work; Decision 1504/QD-BGTVT dated November 14, 2022 of the Ministry of Transport approving the Project "Improving the effectiveness and efficiency of anti-corruption and anti-corruption in the period 2022-2025 and orientation to 2030 of the Ministry of Transport" associated with the political tasks and Party building work of the Ministry of Transport.

- Dissemination and mastery of programs and plans for the implementation of the anti-corruption work of agencies, organizations, units, and enterprises under the Ministry in association with the specific tasks of each agency, unit, or enterprise under the Ministry.

4. Forms of propaganda against corruption and negativity Ministry of Transport in Vietnam

- Organizing conferences on propaganda, dissemination, and mastery in direct and online formats at agencies, units, and enterprises under the Ministry.

- Heads of agencies, units, and enterprises put the content of the dissemination of regulations on anti-corruption work in meetings, summaries, and thematic activities. Printing and distributing propaganda publications on anti-corruption and anti-corruption work; hanging banners and slogans; and making visual propaganda on anti-corruption and anti-corruption work.

- Press and media organizations have increased their writing of articles, opening specialized pages and columns to promote anti-corruption and anti-corruption propaganda.

- Organizing training, retraining, and professional training on citizen reception; processing mail applications; resolving the complaint report; advising on the implementation of anti-corruption, financial, and crime prevention work.

- The schools affiliated with the Ministry of Research include the contents of anticorruption and anti-corruption as regular activities and learning contents in the training and fostering programs for staff, and continue to include them in the student education program as prescribed.

5. Timeline of the propaganda plan against corruption and negativity in Vietnam

- Holding conferences to disseminate and thoroughly understand the content of the Ministry's Party Affairs Committee's Resolution 50-NQ/BCSD dated October 5, 2022, and Decision No. 1504/QD-BGTVT dated November 14, 2022, at agencies, units, and enterprises to be completed in 2023.

- Organizing citizen training, retraining, and professional training; processing mail applications; settling complaints, denunciations, and anti-corruption, financial, and crime; declaring and verifying personal income assets in the North and South regions in 2023 and 2024.

- The contents and forms of anticorruption propaganda are carried out regularly, continuously, and according to the needs of each agency, organization, unit, and enterprise.
