Propaganda content of the Central Directive on ensuring traffic order and safety in Vietnam

Instruction 109-HD/BTGTW in 2023 on promoting propaganda and implementation of Directive 23-CT/TW on strengthening the Party's leadership over the work of ensuring traffic order and safety in the new situation issued by the Central Propaganda Department.

The propaganda content includes:

- Propagating the Party's viewpoints, undertakings, and lines, the State's policies and laws on ensuring traffic safety as stated in the Resolution of the 13th Party Congress, Directive 23-CT/TW of the Secretariat, and relevant legal documents.

Emphasizing and clarifying the position and role of traffic safety Assurance is a driving force for socio-economic development, an important element in maintaining social discipline, ensuring human security, political security, social order, and safety.

- Affirming the roles and responsibilities of Party committees, organizations, and authorities at all levels in leading, directing, and institutionalizing the implementation of traffic safety assurance within the scope and field of management, in the area in charge, associated with the process of formulating and implementing master plans, strategies, programs, and plans for the implementation of political tasks at all levels, branches, and localities.

Reflecting activities and results of implementing tasks to ensure traffic safety at all levels and sectors. Timely detection, advice, and removal of inadequacies in the process of implementing the guidelines and guidelines of the Party, policies, and laws of the State on the work of ensuring traffic safety.

- Propagating, mobilizing, disseminating, and educating the law to raise awareness and responsibility of officials, party members, union members, and the people to obey the traffic law; civilized behavior when participating in traffic; improving the effectiveness of coordination between families - schools - authorities - mass organizations in traffic safety propaganda and education; and building a traffic safety culture and standards for young people.

Promoting the movement "All people protect national security", actively participating in and responding to the campaign "Respect of the law to build a safe traffic culture", emulation movements, campaigns launched by the Fatherland Front, and socio-political organizations. Closely combine propaganda and advocacy with supervision, examination, and inspection, and strictly handle violations of the law.

- Each cadre, party member, civil servant, and public employee, especially leaders, managers, and heads, must be exemplary and actively propagate and mobilize relatives, families, and people to strictly comply with regulations on ensuring traffic safety;
Each individual actively and voluntarily obeys the law, supports and promotes examples of ensuring traffic safety.

All acts of interference and impact on the handling of traffic violations by the authorities are strictly prohibited.

- Praising and rewarding collectives and individuals with outstanding achievements in combating traffic law violations, applying modern science and technology, promoting digital transformation in the field of traffic; honoring and replicating advanced models and examples in the implementation of Directive 23-CT/TW of the Secretariat.

- Criticizing and fighting against traffic violations; struggling, opposing false information, wrong views, hostility, distorting, opposing the guidelines and lines of the party and the State's policies and laws on ensuring traffic safety; obstructing and negatively affecting the process of economic, cultural, social, security, and defense development of the country.
